Mr. Winston, I apologize for the delay in responding. I’ve been in the field all week. Comment 1: Please find revised drawings with a pump around detail attached. If there are any more details you need in this regard please let me know. Comment 2: As to your second comment regarding the Plan Sheet L4.2, I believe that sheet was designed to illustrate the general topographic relief throughout the site as opposed to any sort of source of wetland hydrology. There is a very slight topographic gradient from North to South in Wetland 1 as the plan sheet details. Wetland-1 does not contain surface water flow. The majority of the wetland has no evidence of prolonged surface water in Wetland 1 such as sparsely vegetated concave surface of sediment deposits on plants, etc. The hydrology in Wetland-1 is predominantly sub-surface. There are a few hydrology sources to Wetland-1 but the predominant source is early growing season shallow groundwater. Precipitation, rare flood flows from Boring Mill Branch, as well as stormwater runoƯ from State maintained roads adjacent to the property are also minor sources of hydrology. A DOT pipe directs some Brevard Road stormwater to the southern portion of Wetland 1. The driveway being constructed will not cut oƯ any sources of hydrology to the southern part of the wetland, as there are no surface water sources from the north. The Division has determined that your applica Ɵon is incomplete and cannot be processed. The applicaƟon is on-hold unƟl all of the following informaƟon is received: 1. The Division requires that work in streams be conducted so that the flowing stream does not come in contact with the disturbed area in order to prevent turbidity within the stream. Please explain and provide plans for how this will be accomplished for the installaƟon of the culvert within NWW-1 Boring Mill Branch, such as with a pump around system. [15A NCAC 02H .0506(b)(2); 15A NCAC 02H .0502(a)(9)] 2. The project proposes to fill a porƟon of wetland Wet-1 for the construcƟon of a driveway, with porƟons of Wet- 1 remaining north and south of the driveway aŌer project compleƟon. Plan sheet L4.2 shows that pre- development drainage flows from north to south within Wet-1, which would be interrupted by the proposed driveway. No culvert is proposed beneath the proposed driveway that would maintain the exisƟng hydrologic condiƟons. Please explain how the proposed driveway will not lead to secondary impacts by altering the hydrology, and therefore removing the exisƟng uses, of the southern porƟon of Wet-1. If secondary impacts will occur, please include them in the impact total and miƟgaƟon calculaƟon. [15A NCAC 02H .0502(b)(3)] 3. The denial of this project will necessitate reapplicaƟon to the Division for approval, including a complete applicaƟon package and appropriate fee.
