We are also requesting a 401 permit from NCDWR. While the proposed project is located within a coastal county, there are no tidal waters or CAMA AECs within or adjacent to the review area and authorization from the NCDCM is not required for proposed activities within the review area. The Aerospace Development Area is ±93 acres located south and east of Runway 4 near Creekside Park Drive (Lat: 35.06599°N; Lat:-77.04271°W). The review area is in the Neuse River Basin (HUC: 030202040304) and drains to Brice Creek (Stream Index: 27-101-40-(1); Surface Water Classification: C, Sw; NSW). Proposed Project The purpose of the project is to construct an access road between Old Airport Road and the planned Aerospace Corporate Development located at the Coastal Carolina Regional Airport (EWN). The Aerospace Development will be located on a 86.68 acre parcel (Parcel ID: 7-103- 12002) owned by Craven County, which is outside of the Airport Operations Area (AOA) of the Coastal Carolina Regional Airport and will not be part of, or a function of the airport operations. Your Success - The Aerospace Development is proposed by Coastal Carolina Regional Airport to support aerospace -related companies interested in locating on airport property with airside access in Eastern North Carolina. EWN is located in close proximity to several military installations, including MCAS Cherry Point, the Second Marine Aircraft Wing and Fleet Readiness Center East. In addition to being able to support these military installations, this proposed development will be able to support all types of aviation and aerospace activities from manufacturing and maintenance/repair/overhaul to flight and flight test operations. Coastal Carolina Regional Airport has recently been approached by multiple business entities that have inquired about basing their operations at the airport and indicated that if a site on the airport was prepared and infrastructure ready for development, they would be able to utilize the space with new aerospace -related development. Currently, EWN does not have a shovel -ready site to accommodate these requests. This project will provide the airport with an area that has been cleared and a portion of the site prepared and ready to immediately accommodate the aerospace development requests being received from potential airport tenants. The Airport would significantly benefit from the land and/or hangar leases for this area as well as increased fuel sales revenue due to the increased aircraft traffic and users, this would help the Airport fulfill federal obligations to be self-sustaining. The Aerospace Development will be aeronautical in nature, including the construction of new hangars, apron space, and taxilanes connecting the new apron to the existing Taxiway A. The proposed access road is necessary to provide access to the Aerospace Development from Old Airport Road. The proposed access road is necessary to provide tenants, employees, clients, visitors, etc. to access the Aerospace Development, as access would not be allowed through the Airport Operations Area (AOA), which is a restricted access area inside the perimeter security fence. Therefore, an access road from an existing public road, located outside of the AOA and perimeter security fence is the only viable option. This request is specific to the access road. Standard construction equipment and techniques for road construction will be used to construct the proposed access road. Access during construction will be in uplands. Project History On October 12, 2022, and March 23, 2023, WithersRavenel (WR) conducted a site review of the specific areas associated with the Aerospace Development Area Project at the Coastal Carolina Regional Airport (EWN) for the purpose of evaluating the presence of wetlands, streams/riparian buffers and federal and state listed threatened and endangered species and/or potential habitat within the review areas. A Wetland Delineation Exhibit is attached. Attached is the Preliminary Jurisdictional Determination Request in support of the delineation. Please note that we are not requesting issuance of a PJD in conjunction with issuance of the NWP 14 for this project. In November 2022, WR sent a Federal Consistency Determination Request to the NC Division of Coastal Management (NCDCM). A Federal Consistency Determination email was received from NCDCM on January 20, 2023 which states that the project is consistent with NC's approved coastal management program. The NCDCM Federal Consistency Determination emailh has been included as an attachment. In a letter dated July 6, 2023, NCSHPO recommended a comprehensive archeological survey be undertaken due to there being twenty-five prehistoric and historic archeological sites within the Page 2 of 4 CCRA - Aerospace Development Additional Area :: WVi th ersRave n e l New Bern, Craven County NWP 14 PCN Submittal our People. Your Success- vicinity of the Area of Potential Effect. An archeological survey was conducted by Terracon Consultants, Inc. in September 2023. In a follow-up letter after submission of the archeological survey report, NCSHPO concurred that no new archeological sites eligible for the National Register of Historic Places are located within the survey area. Copies of the NCSHPO letters are included as attachments. On 10/12/2022 and 3/23/23, WithersRavenel (WR) conducted a pedestrian survey to assess vegetative communities and identify potential habitat for, or occurrences of federally listed species within or immediately adjacent to the review area. WR completed a Threatened & Endangered Species Assessment Report which has been provided as an attachment. The survey determined that the only potential habitat within the site for federally listed species was for northern long- eared bat (NLEB) and tricolored bat. Additionally, WR determined the proposed project would have "No Effect" on all listed species except the NLEB and the tricolored bat. WR completed a Consistency Determination for NLEB which determined the project "May Affect" the NLEB. A copy of the Consistency Determination for NLEB has been provided as an attachment. A USFWS Biological Opinion (BO) was issued on 9/25/2023 for the project under the Interim Consultation Framework for the NLEB. The USFWS determined that the level of anticipated take is not likely to jeopardize the continued existence of the NLEB. A copy of the BO has been provided as an attachment. Proposed Impacts The proposed impacts consist of: • 0.096 acres of permanent open water impacts (ponds) for construction of an access road. Pond 1 and Pond 2 are proposed to be filled in their entirety to facilitate development of an access road. The construction of the road will partially fill the ponds, but the entirety of the ponds are being filled to eliminate the existing hazard these ponds create from being a wildlife attractant within the approach slope of Runway 32. Removing the two ponds will help mitigate public safety hazards associated with aircraft travel by eliminating wildlife habitat hazards to prevent wildlife strikes. The proposed permanent open water impacts are necessary for crossings of two jurisdictional ponds for the construction of an access road necessary for the proposed Aerospace Corporate Development Area. The proposed access road is routed through areas of the site that are currently mowed/maintained. No impacts are proposed to other aquatic resources and the access road has been designed to avoid onsite wetlands. No impacts are proposed for buildings or infrastructure associated with the Aerospace Development. Avoidance and Minimization Prior to site plan design, the applicant requested that a detailed wetland delineation be conducted so that impacts to wetlands and "waters" could be minimized. Proposed permanent open water impacts for the Aerospace Corporate Development Area access road project have been minimized to only those necessary for construction of an access road from Old Airport Road. Various alternatives have been explored for the access road, all of which resulted in impacts to Wetlands A and B. The proposed alignment avoids impacting Wetlands A and B. The proposed alignment of the necessary access road means that impacts to two ponds are unavoidable. The proposed road alignment is necessary to provide sufficient space for the planned aerospace development while remaining within the project boundaries. Removing the two ponds will help mitigate public safety hazards associated with aircraft travel by eliminating wildlife habitat hazards to prevent wildlife strikes. Access during construction will occur within uplands. Additionally, sediment and erosion control measures will be installed prior to construction. Mitigation Permanent impacts for open waters do not require mitigation, therefore, the applicant does not propose mitigation for the 0.096 acres of permanent open water impacts. We have reviewed the project and offer the following comments. There are currently twenty-five prehistoric and historic archaeological sites within the vicinity of Area of Potential Effect (APE), and within the Coastal Carolina Regional Airport. The APE also contains several geographical features such as high ground adjacent to marsh, creeks, and rivers that suggest site probability. Due to this, we recommend a comprehensive archaeological survey be undertaken prior to any ground disturbing activities in the project area. We look forward to meeting with you to discuss the appropriate archaeological methodology. The purpose of this survey is to identify archaeological sites and make recommendations regarding their eligibility status in terms of the National Register of Historic Places (NRHP). This work should be conducted by an experienced archaeologist who meets the Secretary of the Interior Professional Qualifications Standards. A list of archaeological consultants who have conducted or expressed an interest in contract work in North Carolina is available at https://archaeology.ncdcr.gov/archaeological-consultant- list. The archaeologists listed, or any other experienced archaeologist, may be contacted to conduct the recommended survey. Please note that our office requests consultation with the Office of State Archaeology Review Archaeologist to discuss appropriate field methodologies prior to the archaeological field investigation. It is the objective of the Division of Coastal Management (DCM) to manage the State's coastal resources to ensure that proposed federal actions would be compatible with safeguarding and perpetuating the biological, social, economic, and aesthetic values of the State's coastal waters. DCM has reviewed the submitted information pursuant to the management objectives and enforceable policies of Subchapters 7H and 7M of Chapter 7 in Title 15A of the North Carolina Administrative Code and concurs that the proposed activity is consistent with North Carolina's approved coastal management program. Prior to the initiation of the activities described, the applicant should obtain any other required State approvals or authorizations. Should the proposed action be modified further, a revised consistency determination could be necessary. Therefore, we are submitting the following information to you for concurrence that the proposed project is consistent with the Coastal Zone Management Act and the enforceable policies of NC's approved Coastal Zone Management Program. The review area is ±75 acres located south and east of Runway 4 near Creekside Park Drive (Lat: 35.06599°N; Lat:-77.04271°W). The review area is in the Neuse River Basin (HUC: 03020204) and drains to Brice Creek (Stream Index: 27-101-40-(1); Surface Water Classification: C, Sw; NSW). WithersRavenel completed a wetland delineation for the project area. There are three small wetlands within the project area. Impacts to these wetlands will be avoided, but if any impacts are required then 404/401 permits will be obtained. The project area is located more than ±2,000 If east of Brice Creek, and is located well beyond the 75' AEC associated with Brice Creek. Therefore, a CAMA permit is not required for the proposed project. Additionally, a threatened and endangered species survey was conducted for the project area, and the proposed project will have May Affect Not Likely to Adversely Affect on northern long-eared bat. Please be aware this report provides the "probability of presence" of birds within the 10 km grid cell(s) that overlap your project; not your exact project footprint.
