Slurries were included in the P&G—Swing Rd permit and should have
been included in P&G Brown Summit Permit instead. Page 3A -
September 28, 2001 Description of Discharge Pipe 01 —Process Wastewater From
antiperspirant, toothpaste and denture adhesive manufacturing processes
including dentifrice slurries.
Include submittal dates for self-monitoring:
Samples for Jan 1-Jim 30 shall be taken in months Jan., Feb., and/or
July 1, 2002 March and compliance report submitted on or before Apr. 20th of each
year. Samples for Jul. 1-Dec. 31 shall be taken in months Jul., Aug.,
and/or Sept. and compliance report submitted on or before Oct. 20th of
each year.
Flow readings for compliance are to be obtained from effluent process
October 10, 2002 meter in lieu of incoming water meter (City meter). Ethyl Acetate limit is
being imposed in lieu of monitoring only. Two sampling events have
shown this pollutant to be present in P&G's discharge.
May 1, 2003 PERMIT RENEWAL
January 11, 2004 Increase Flow Limitation—Increase flow from 400,000 gpd daily
maximum to 500,000 gpd daily maximum due to increase in business
Zinc Limit—P&G will be producing a new product that will increase the
July 1, 2004 amount of zincdischarged to the POTW. This increase in zinc will be
greater than 5%of the MARL, therefore, a 13 pound daily maximum zinc
limit is being incorporated into this permit.
Transfer of flow from North Buffalo to T. Z. Osborne. A new lift station,
January 1, 2005 Reedy Fork, was constructed to handle growth on the North side of town.
The North Buffalo facility could not handle the increase in flow.
Zinc will no longer be 5% of POTW MAHL once P&G begins discharging
March 1, 2005 to T. Z. Osborne. Zinc limit is being removed and will be a monitoring
only parameter.

May 1, 2007 Remove requirement for back-up generator (page 8). Should power go
out, no discharge can occur because pumps shut down.

Permit Modification
Section IV. Special Conditions, A 10,flow, BOD, TSS and Zinc
January 1, 2018 compliance will be based on the combined, respective, parameter
averages from P031 pipe -01 and pipe -02. Moved re-confirmation
organic parameters from page 5 to page 5A.
