This document is issued in accordance with Article V, Section 2 of the Sewer Use
and Pretreatment Ordinance and in conjunction with an Industrial User permit.
These allocations shall become effective
SEPTEMBER 1, 2023
and the authorization to discharge shall expire at midnight on
AUGUST 31, 2028
or upon document reissuance, whichever comes first.

Local Pollutant Allocation Document(LPAD)
Local Pollutant Allocation Documents are not part of the federally mandated pretreatment
program and are not part of a Significant Industrial User(SIU) or Industrial User(IU) Permit.
Rather,the LPAD is a local control mechanism issued separately by the City of Greensboro
Industrial Waste Section in conjunction with a Significant Industrial User Permit or Industrial
User Permit. The LPAD controls pollutants that are not regulated by EPA and not limited in a
SIU or IU Permit.
Pollutant Allocations
The allocations included in a LPAD are calculated using permitted flow in MGD and allowable
parameter concentration in mg/1 (parts per million). A pollutant allocation is the amount/pounds
set aside for a particular discharger, but is not a limit. Allocations do not convey entitlement or
ownership of any T. Z. Osborne wastewater treatment plant capacities or Maximum Allowable
Headworks Loadings. Industrial dischargers are expected to comply with all allocations.
Compliance
Compliance with the mass-based (pounds)pollutant allocations is determined using a static six-
month mathematical average (January 1 through June 30 and July 1 through December 31.)
Monthly average flow data and all available parameter data are used in compliance calculations.
City of Greensboro data and industrial discharger data are used to determine compliance.
Enforcement
Exceedance of any local pollutant allocation is a violation of the Greensboro Sewer Use and
Pretreatment Ordinance and a Notice of Exceedance (NOE), as opposed to a Notice of Violation
(NOV), will be issued. Enforcement for exceedances will be consistent with the provisions of
Article VII of the Sewer Use and Pretreatment Ordinance. An industrial discharger who receives
a NOE in two consecutive six-month periods for the same parameter, with no corrective action
taken, is subject to a Notice of Violation.
Additional Allocation
An industrial user may submit a written request/justification for additional allocation. Additional
allocations are subject to approval by the Industrial Waste Section and are contingent upon
available capacity for the pollutant at the T.Z. Osborne Wastewater Treatment Plant and best
management practices by the industrial user.
Local Pollutant Allocation Document Renewal
No specific LPAD Renewal application is required. A request for renewal of a SIU/IU Permit is
an automatic request for renewal of a LPAD.

Increased total chromium allocation from 0.05 mg/L to 0.5 mg/L.
September 1, 2023 LPAD issued in conjunction with SIU Permit P011. Increased cyanide
allocation from 0.025 lbs to 0.125 lbs. per SIU's request.
