Inspection Summary:
A routine inspection was conducted on January 17, 2024 at the WWTF to verify that the facility is operated in compliance
with the requirements specified in Permit WQ0003067. DWR appreciates the support provided by Mr. Dan Fortin and the
staff who were present during the inspection.
Description of the Facility
As specified in the permit issued on February 28, 2023, the Ocean Bay Villas & Ocean Glen Condos WWTP is an activated
sludge facility that consists of
• Influent sewer lines (gravity and forcemain) and pump station,
• Bar screen/headworks
• Aerated equalization tank
• Aeration tanks
• 2 clarifiers
• Filtration system
• Disinfection by chlorination in a contact basin
• Effluent flow meter
• 2 high -rate infiltration units
Performance Standards
The permitted flow of the facility is 32,500 gpd. Since the last inspection performed in April 2022, the average flow was
--9,500 mgd in 2022 and 6,300 mgd in 2023. The highest flow registered to date was 21,352 mgd in July 2023.
Effluent parameters have been generally compliant with the permit limits, as follows:
BOD: sporadic daily maximum exceedances
Fecal Coliform: None
Ammonia- N: One daily maximum and consequently, a monthly average exceedance in July 2023.
TSS: None
• NOV since last inspection: NOV 2023 LV 0664 for daily maximum and monthly average ammonia violations in July 2023.
• Civil Penalties since last inspection: None
• Groundwater monitoring: The site has three monitoring wells (MW-1, MW-3, and MW-4). GW parameter concentrations
are described below:
Ammonia: MW-3 and M-4 had ammonia exceedances of — 1.7 mg/I (2L std= 1.5 mg/1) in July 2022 and July 2023.
Nitrate: MW-3 showed a nitrate exceedance abobe 12 mg/I (2L std= 10 mg/1) in July 2022.

• Access steps were replaced,
• Pumps in the dosing tank are in the process of being repaired, ORC indicates that the issue will be solved soon.
From the site and monitoring record evaluations, it is concluded that at the time of this inspection, the facility is marginally
compliant with permit W00003067 requirements.
