HomeMy WebLinkAboutNCG030687_TIER II_20220705 NC Department of Environmental Quality Received Date: 6/28/2022 JUL 0 5 2022 Facility:Altec Industries, INC, 200 Altec Way, Mount Airy, NC, 27030 Winston-Salem Notification Type: Stormwater Tier Two Response Regional Office Inspector:Tyler Nelson - EH&S Specialist, Sr. Reason for Notification:The stormwater sample analysis for the compliance sample taken on June 2, 2022, revealed levels of copper at Outfall 001 that exceeded the State's benchmark value. Sample analysis showed copper at 0.0124(1) mg/L, which exceeds the benchmark value of 0.010 mg/L. This is the second consecutive sampling result above the benchmark value for copper at Outfall 001, which places our facility in Tier Two status. Inspection Findings:The benchmark exceedance was observed in the sample taken from Outfall 001. Outfall 001 is the facility's northernmost outfall that receives stormwater runoff from paved parking areas. During the stormwater sampling conducted on June 2, 2022, there were no indications of potential or possible causes of the increased levels of copper observed in the sample analysis. A follow-up stormwater management inspection that occurred after sample analysis results were received on June 27, 2022, did not reveal any sources of copper that may have led to the benchmark exceedance. Response Actions:A stormwater management inspection was completed on 6/27/2022. The facility currently stores raw materials such as carbon steel, stainless steel, and aluminum in the courtyard that discharges to Outfall 001. The facility has made a concerted effort to minimize the amount of uncovered raw material stored outdoors in this location. However, during the inspection, metal racking was found at a storm drain that discharges to outfall 001. This racking was observed to be rusty and may have contributed to the copper identified in the sample.This racking will be discarded or stored under cover. The facility will continue to conduct monthly stormwater management inspections to monitor possible contamination sources. Stormwater management inspections include chemical container integrity, secondary containment, waste and raw materials storage, signs of erosion,trash and debris, spill prevention and response, non-stormwater discharge, and storm drain sediment filters. Per permit requirements,the facility plans to conduct monthly stormwater sampling from Outfall 001 during a representative rain event starting in July 2022. Required qualitative monitoring will also be conducted during these sampling events as well. Other Comments:The facility will continue to investigate possible causes of the copper benchmark exceedance and implement corrective action through best management practices within the one-month time frame required in the stormwater permit.
