Reason for Notification:The stormwater sample analysis for the compliance sample taken on July 5, 2022, revealed
levels of copper and zinc at Outfall 001 that exceeded the State's benchmark value. Sample analysis showed copper at
0.0157 (J) mg/L, which exceeds the benchmark value of 0.010 mg/L. The sample analysis also showed zinc at 0.131
mg/L, which exceeds the benchmark value of 0.126 mg/L.This is the third consecutive sampling result above the
benchmark value for copper, and the first sampling result above the benchmark value for zinc at outfall 001.
Inspection Findings:The benchmark exceedances were observed in the sample taken from Outfall 001. Outfall 001 is the
facility's northernmost outfall that receives stormwater runoff from paved parking areas. During sampling event, there
were no indications of potential or possible causes of the increased levels of copper or zinc observed in the sample
analysis.
Response Actions:The facility currently stores raw materials such as carbon steel, stainless steel, and aluminum in the
courtyard that discharges to Outfall 001.The facility has continued to make a concerted effort to minimize the amount
of uncovered raw material stored outdoors in this location. A capital request had also been submitted to construct a
building to house all raw material under cover. The Altec service division stores vehicles in the courtyard that discharges
to Outfall 001.A best management practice is being developed to ensure vehicles are thoroughly inspected once arriving
onsite. The BMP will also require vehicles contaminated with oil,grease, and loose debris be pressure washed in our
vehicle wash bay prior to being stored in the courtyard. This BMP will ensure that possible zinc and copper containing
contaminants are not exposed to stormwater.
The facility will continue to conduct monthly stormwater management inspections to monitor possible contamination
sources. Stormwater management inspections include chemical container integrity, secondary containment, waste and
raw materials storage, signs of erosion,trash and debris, spill prevention and response, non-stormwater discharge, and
storm drain sediment filters.
Per permit requirements,the facility will conduct monthly stormwater sampling from Outfall 001 during a
representative rain event until there are no benchmark exceedences for three consecutive sampling events. Required
qualitative monitoring will also be conducted during these sampling events.
Other Comments: The facility will continue to investigate possible causes of the benchmark exceedances and implement
corrective action through best management practices within the one-month time frame required in the stormwater
permit.
