The purpose of this project is to develop the site with a solar farm. Due to the limitations of site access, a culvert and utility line crossing are proposed across the intermittent stream on the western portion of the site. On behalf of Strata Solar Development, LLC, I am requesting that a NWP 12 be issued to authorize the permanent and temporary impacts of 39 LF of stream. The crossing is designed to allow construction and utility access across the stream on the western portions of the site. The attached permit application and associated exhibits provide details pertaining to the proposed project impacts. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The site consists of agricultural fields and wooded land. The site consists of rolling hills, indicative of the Piedmont region. The surrounding properties consist of agricultural fields, wooded land, single -family residences, and an electrical substation. 3b. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: -80 ft. 3d. Explain the purpose of the proposed project: The site is in the preliminary stages for the development of a solar farm. An intermittent stream is located on the western portion of the site. The western portion of the site consists of a thirty foot wide access area, used for a proposed utility access. The thirty foot wide access area consists of a 15 foot temporary easement and a 15 foot permanent utility easement according to the Deed Book 1955; Page 1546. A 14 foot temporary construction drive is proposed within the 30 foot easement. In order to gain access for construction and maintenance along the utility easement, a proposed culvert crossing will be constructed across the intermittent stream. 3e. Describe the overall project in detail, including the type of equipment to be used: Clearing, grading, earthwork, and construction activities will be utilized in the construction of the solar array farm. The proposed plan includes constructing a culvert crossing for construction and maintenance activities and a proposed utility line across the intermittent stream on the western portion of the site. The stream crossing will have 16 linear feet (LF) of permanent impact and 23 LF of temporary impact. A concrete duct bank will be permanently placed approximately 12 inches below the channel invert for the underground utility line crossing. Following the proposed construction, portions of the culvert and riprap apron located in the temporary easement will be removed. The proposed impact area will include silt fence stone outlets at low points in the silt fence, and the installation of a temporary coffer dam with a pump around system to dewater the construction area. The proposed pump around dam will not be set outside of the impact areas. The culvert crossings will include riprap into the bed of the stream bed to match the existing grade. Specifically describe measures taken to avoid or -minimize the proposed impacts in designing project. No avoidance possible based on the location of the intermittent stream, easement access, topographic relief, and engineering for the utility line crossings. The culvert crossing is proposed on the western portion of the site, creating construction and maintenance access along the proposed utility easement. The proposed installation of the temporary coffer dam with the pump around system will assist with the diversion and dewatering within the construction zone. The proposed stream impacts have been designed to limit impact of the stream area based on the location, grade, and topography. The attached exhibits propose a total of 16 LF of permanent impact and 23 LF of temporary impact. Total impacts are 39 LF. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Disturbance of the stream shall be minimized to the extent practicable in order for proper installation of the culvert and a concrete duct bank with a utility line below the stream bed surface. The construction techniques shall be conducted in accordance with the NCDENR standards. Temporary and additional erosion control measures shall be maintained throughout the construction process. Control measures include installing a silt fence in the stream bed and a riprap apron into the bed, matching the existing grade. Following construction activities, the culvert and rip rap apron located in the temporary easement will be removed and the stream channel and banks will be restored to their original state. 2.
