PROJECT SUMMARY: The applicants are proposing to construct a new docking facility within Banks Channel. Funderburk Four, LLC c/o Larry Fuhderbur4k Page Two 9. PROJECT DESCRIPTION: The project site is located at 712 Waynick Blvd., adjacent to Banks Channel/Greenville Sound in Wrightsville Beach, New Hanover County. To locate the property of interest from the Wilmington Regional Office (WiRO) travel east approximately 3.0 miles on Eastwood Rd. towards Wrightsville Beach. Cross the drawbridge and continue on Causeway Drive to Waynick Blvd. Take a right onto Waynick Blvd. and travel approximately 1.2 miles until you reach the property of interest which will be located on the right, just before Waynick Blvd. turns sharply towards the east. The applicants' property is bordered by Waynick Blvd. to the east and by Banks Channel to the west, and residential properties to the north and south. The only existing structures on the property is an existing approximately 58 linear foot newly constructed timber bulkhead. The property has current elevation of approximately 4' above normal high water (NHW). The highground vegetation of the property consists primarily of wild grasses and there are currently no Coastal Wetlands present waterward of the existing timber bulkhead. The applicants recently obtained CAMA General Permit (66186-D) for the construction of the timber bulkhead (See Sheet 3 of 3 and Project Narrative). The Town of Wrightsville Beach Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as S13 by the NC Division of Water Resources. The NC Division of Marine Fisheries has Not designated this area of Banks Channel as a Primary Nursery Area, and the waters adjacent to the proposed project are Closed to the harvesting of shellfish. PROPOSED PROJECT: The applicants are proposing to construct a new docking facility within Banks Channel. The application states that a new access pier, measuring approximately 58' in length by 6' in width would extend from the existing bulkhead into Banks Channel. The pier would terminate onto a new fixed uncovered platform, measuring approximately 16' in length by 14' in width oriented towards the north in an "L-shaped" configuration. An access ramp would lead onto a new floating dock, measuring approximately 60' in length by 6' in width, which would run in the same alignment as the access pier, perpendicular to the channel and shoreline. The application states that the proposed structures would accommodate six (6) vessels at this docking facility in water depths ranging from approximately -2' to -7.0' at normal low water (NLW) (See Sheets I through 3 of 3 and Project Narrative). 10. ANTICIPATED IMPACTS The proposed new docking facility construction would incorporate approximately 932 sq. ft. of Estuarine Waters and Pubic Trust Area. The proposed structures would extend approximately 150' into a waterbody, which measures approximately 890' across. This distance would conform with the 1/4 width rule and. appears to not exceed the Town of Wrightsville Beach. established pier line. The new proposed structures would not encroach into the adjacent 15' riparian corridor setback requirements. The proposed structures would accommodate six (6) vessels at this docking facility in water depths ranging from approximately -2' to -7.0' at NLW.
