I apologize, I should have been more concise in a couple of my questions. Specific to the two locations subject to our
review (the wetland impact and the aerial crossing of the French Broad River), how will these poles be accessed (will
there need to be access roads constructed) and will suitable habitat trees be cut for the installation? I ask because our
scope is very limited under the Endangered Species Act and before I consult (or potentially not), I will need specifics to
the areas under our prevue. If an access road will be constructed, I will need a figure or some type of map showing the
location-if trees of suitable size will be cut.

Here are the responses:
1. How many kv’s are those lines? 12 kV
2. How high above the waterline of the French Broad River will those lines be set?
At Impact 1 (new 50 foot poles) the neutral from water level will be approximately 35.5 feet. At impact 2 (new
55 foot poles) the neutral from water level will be approximately 40.5 feet.
3. The submittal states suitable habitat trees will be “trimmed”. What does that entail, and how many that
could support bat species will be affected?
Over the length of the project it is estimated that approximately 2.3 acres of trees will be trimmed and/or cut
down. We do not have a specific number of trees to be trimmed and/or cut. Some of the trees would support
NLEB and the tricolored bat, we do not have a specific number of trees.
4. Why can the trimming not occur during the tree clearing moratorium (as indicated on the dkey)?
The Dkey was completed as a worst case scenario to determine the greatest affect which was May Affect but Not
Likely to Adversely Affect. Duke will conduct tree trimming and/or cutting during the inactive season for bats
unless NCDOT requires it during the active season. In that situation the Duke Environmental Group would
review any tree work to assure that the tree work is conducted according to USFWS guide lines.
5. How will these poles/lines be installed? I did not see access roads, staging areas, etc. in the plans. If
temporary access roads, staging, etc. will be constructed, will any impact waters of the U.S.?
There will be no staging areas for this project at the site. The materials will be transported from
Hendersonville. Where access roads are required any jurisdictional waters will be avoided. An Erosion and
Sediment Control Plan will be prepared for the work that will specify Best Management Practices (BMPs) to
protect waters from secondary stormwater impacts.
6. There are known occurrences of Appalachian elktoe and other species of concern within the French
Broad River, as well as federally-protected plant species along the shoreline. How will Duke protect the
work areas to avoid impacts to these species?
At the two crossing locations on the French Broad River the work will be conducted within the existing
easement. The easement will not be changed or relocated. No instream work is proposed. The banks of the river
will not be additionally disturbed by this project but protected by specified BMPs.
