Salisbury Street Wake Forest, North Carolina 27587 Raleigh, North Carolina 27604 RE: Crosslink Community Church NWP 29 Pre -Construction Notification Application Town of Mebane, Alamance County Dear Mr. Bailey and Ms. Higgins: On behalf of Crosslink Community Church, we are requesting authorization from the USACE to use NWP 29 for 69 linear feet of permanent stream impact and 15 linear feet of temporary stream impact for roadway construction for the proposed community church. We are also requesting a 401 WQC from NCDWR for the above referenced impacts. The site of the proposed Crosslink Community Church is a 16± acre parcel in Alamance County. The project is located on State Road 2126, also known as Old Hillsborough Road (Latitude: 36.055727°N Longitude: -79.28826'W). The project is situated in the Little Haw Creek Watershed, Cape Fear River Basin. McAdams Creek forms the east property border. A small, impounded waterbody lies to the west and connects to McAdams Creek via an intermittent tributary. The Water Quality Classification for McAdams Creek is WS -V; NSW. A request for preliminary Jurisdictional Determination (JD) was submitted to the USACE Raleigh Regulatory Field Office on October 5, 2015 and Mr. David Bailey, USACE, visited the site with Timmons Group staff to confirm the delineation on November 24, 2015. Ms. Sue Homewood, NCDWR, also visited the site on November 24, 2015 to issue a buffer determination. The proposed project impacts consist of 69 linear feet of permanent stream impact and 15 linear feet of temporary stream. The impacts will occur from the installation of a culvert and fill for upgrading a gravel road to a paved road to accommodate congregation traffic. The authorization for buffer impacts were requested though the City of Mebane. There are no proposed wetland impacts. Please refer to attached PCN, supporting materials and plans for details describing the proposed impacts. The attached map accurately depicts all stream determinations conducted during the site visit.
