Unit counts were stated incorrectly as 79 previously and stated as 70 in the letter of approval, and the associated flows were incorrect. As well, Phase 1 was always inclusive of both Townhomes and Lots and was mistakenly stated otherwise in previous Modification. The subject site was permitted under 401/404 program USACE Action ID. No. SAW-2019-01553. Lastly, the City of Sanford is adopting the sewer flows per Session law 2023-137. This development proposes 112 three BR single family townhomes on and 78 Single Family Residential homes are 3 bedroom on approximately 78 acres. The development is part of an approved master plan that includes 622 total units. The Phase 1 gravity sewer system consists of 66 manholes and totals 13,205 LF in pipe length. The material used will be 8"PVC pipe (8,664 LF), 12"PVC pipe (2,691 LF), 8"DIP pipe (123 LF) and 12"DIP (1,728 LF). The proposed project will meet all of DWR' s minimum design criteria for sanitary sewer extensions. The design flow rate for this project is calculated at 42,750 GPD based on NCAC 2T Rules for wastewater flow rates as revised per Session Law 2023-137—Changes to Wastewater Design Flow Rates in 15A NCAC 02T .0114(b) and the anticipated flow from the aforementioned homes. The proposed sanitary sewer line sizes are more than adequate to convey the design flow rates. Additional future sewer services are proposed to be installed along the route but will not be placed into service until lots are permitted by the City of Sanford and NCDEQ. Please provide the following information by April 25,2024, and note that the requested information must be submitted within 30 days of this request, or the applicant will be required to submit a new application and application fee in accordance with 15A NCAC 02T.0107. 1. Is this an ARPA funded project? If so, please include the DWI assigned ARPA project number in your response. 2. FTA section 11.4 coordinates are incorrect. i 3. FTA section V1.7 stated 78 SR RES HOMES- 313R; however, your narrative mentioned ".....between 3 and 4 bedrooms...". Additionally, design flow rate is calculated as 42,750 GPD; however is mentioned as 45,675 GPD. Please provide correction on FTA section V1.7 and Vi.8, and in the narrative. 4. FTA sections IX.1, IX.4, and IX.5 need to be checked and additional information provided if needed. Note:Any modification application is considered complete, and the previous permit is voided upon issuance. The department thus requests applicants to submit appropriate documents and ensure proper submission of the application. 5. USE sections I.f-h need correction. Please ensure that the values used are consistent with those mentioned in section V1.7 of the FTA and in the narrative. The calculation should follow the instructions from page 6 of the FTSE 10-23. 15A NCAC 02T.0107 Staff Review and Permit Preparation states: • "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be advised how the application or accompanying supporting information may be modified to make it complete.
