We have around 114 miles of gravity sewer, about 39 miles of force mains and 47 pump stations. It is maintained by 12 staff members, doing weekly and annual maintenance as well as repairs 24/7 as needed. At this time,we are in the mist of the 1-85 Project which will remove 6 pump stations and be building 3 new pump stations. It will consist of various size sewer pipes from 8"-36". This project will be completed in 2028 and will handle the ever-growing need for the next 20+years. All spare pump parts are stored at warehouse at 320 West G St. Butner, NC or at pump station. There are enough pump parts to fix most any problem at all pump stations. If a part is needed that is not stored at either of these locations, a vendor list is located on the ORC's Desk. 4. The utility crew has access to sewer cleaning equipment 24 hours a day, 7 days a week. 5. Access to engineers is always maintained. 6. Sources of emergency funds are available through our purchasing office 5 days a week and through verbal contact w/management. Parts can be purchased on SGWASA funded credit card 24 hours a day, 7 days a N week. 7. Site-sanitation and clean-up materials are available to the utility crew 24 hours a day, 7 days a week. They are located at the warehouse. 8. Post-overflow/spill assessment is to be performed by the spill coordinator (ORC and/or Backup ORC). • SPILL RESPONSE PLAN A. Scope The scope of this plan is intended to limit the environmental impact of any sanitary sewer overflow (SSO). SSOs can endanger our environment and potentially the health of all persons that come into contact with such events. Unchecked SSOs can result in significant penalties from State and Federal environmental regulatory agencies as well. The protocols in this plan are designed to protect our environment, citizens and employees from an SSO event. B. Notification and Evaluation Protocol The following protocol will be followed in the event of an SSO: 1. Upon initial notification of an SSO, an initial response will be made by the on-call person if the SSO has been reported after hours. During working hours, a collection system operator will respond. Upon arrival, this person will make an immediate assessment to determine if an SSO event has taken place. If an event has taken place or is in progress, this person will attempt to identify and possibly eliminate the source of the SSO. This person will then contact the collection system ORC or back-up ORC and they will respond without delay. 2. Once onsite, staff will conduct an assessment of the SSO and determine what is required to mitigate the event and establish a course of action for remediation of the SSO site. 3. Once the SSO event has ceased, remediation procedures shall begin. C. Remediation Protocols Follow the protocol for the specific type of SSO site. A. On Asphalt or Concrete 1. Set up containment at or near a storm drainage system; do not let the SSO enter the storm drainage system. 2. Put up "CAUTION DO NOT ENTER" tape around the SSO site. 3. Spread lime and sand (or equivalent material) on spillage to a depth of 1 inch. Let this stand for 1 hour and sweep up. If moisture or grease is still present, repeat procedure. -1. After removing the contaminated material, spread lime again to control odor, unless inclement weather is threatening. If this is the case, do not apply lime. 3. If this spill goes into the storm drainage system, refer to creek procedure. B In Creek or Stream 1. Look for floating solids and/or paper in creek in order to determine the proper placement of dam. If possible, place the dam at least 50 feet below the last place solids and/or paper was visible. The dam should be constructed near a manhole or a point that is accessible to a vacuum truck. Build the dam using dirt that is capable of handling creek and hydrant water without dam failure. Station two pumps at the dam that are capable of handling creek flow. Use one pump for backup. Have backhoe at site at all times with extra material so dam can rebuilt if a breach occurs. Pump effluent from the creek behind the dam into the manhole or vacuum truck. 2. Put up "CAUTION DO NOT ENTER" tape from the SSO site to the dam site on both sides of the creek in populated areas. In unpopulated areas restrict access where there is any chance of humans coming in contact with the SSO. 3. Flush stream with water from a hydrant in sufficient quantities to remove waste from the creek. Continue to pump and flush stream until all solids and/or paper is removed. This process should continue until the ranking Utilities staff member is satisfied that the stream is sufficiently cleaned. 4. If rip-rap is in creek, wash down with high pressure water until there is no waste residue remaining on, or within the rip-rap structure. 5. If sludge is in creek, broom creek bottom and sides until there is no waste residue remaining. 6. If creek flows into a body of water used for recreation, and or drinking, notify the affected county and local officials as soon as the problem is discovered. If this happens, refer to pond & lake protocols. C. In Pond or Lake 1. Put up "CAUTION DO NOT ENTER" tape around the shoreline at the contaminated area. 2. Clean area of all visible solids and paper products. Remove all visibly ponded wastewater. 3. Contact the NC Division of Water Quality for further instructions on cleanup. D. Outfall 1. Put up "CAUTION DO NOT ENTER" tape around the SSO site. 2. Clean area of all visible solids and paper products. Remove all visibly ponded \vastewwater. 3. In open area, lime (powder) heavily and till. Repeat procedure. Seed and then put down straw. 4. In an area where there is undergrowth or small trees, wash area with large amounts of water. Push into creek towards pump site. Do this until no waste remains. Wait for 12 to 24 hrs then lime the area heavily. Do not get lime in the creek. Do not lime when the weather forecast is predicting rainza.u. E. in Customer's Yard 1. Clean area of all visible solids and paper products. Remove all visibly ponded wastewater. 2. Till the area whenever possible. Apply lime, seed and straw. 3.
