ESKRA — PRESIDENT OCCANO LAND & DEVELOPMENT LLC 5310 SOUTH ALSTON AVENUE SUITE 210 DURHAM, NORTH CAROLINA 27713 Dear Mr. Eskra: NORTH CAROLINA Environmental Quality February 22, 2024 Subject: Permit No. WQ0029653 Change of Ownership Scotch Hall Preserve WWTF Wastewater Irrigation System Bertie County It has come to the Division of Water Resources' attention that the subject Wastewater Irrigation facility has changed ownership. The Bertie County Register of Deeds indicates that Occano Land & Development, LLC purchased the subject property (Parcel No. 6872749437) from SHP Land and Development, LLC on August 10, 2022 (Deed Book: 1010 / Page: 799), who purchased the property from Rial Corporation on April 30, 2021 (Deed Book: 997 / Page: 818). The Wastewater Irrigation system associated with this property is covered under an individual State -issued non -discharge permit (Permit No. WQ0029653). If the non -discharge system is to be constructed and/or operated, then a Change of Ownership application shall be submitted. Accordingly, please complete and submit the attached Non -Discharge Permit Ownership/Name Change application (Form: NDPONC 06-16). Once the application is received, Washington Regional Office staff will conduct a site visit and provide an overview of the non -discharge system. Upon completion of the site visit and review of the application, a new non -discharge permit will be issued for a length of up to eight years. There is $1,310.00 annual fee associated with this permit, which is not due at this time. Please complete and submit the Change of Ownership application within 30 calendar days of receiving this notification. Failure to provide this application shall result in a Notice of Violation for operating the subject facilities without a valid permit, which is a violation of G.S. 143-215.1, and may subject you to appropriate enforcement actions pursuant to G.S. 143-215.6A-6C. Civil penalties of up to $25,000 per day per violation may be assessed for failure to secure a valid permit.
