Authorizing development in Cartere� County at roadside canals, US 70 between Williston
and Stacv , as requested in the permittee's application dated 116/16, including the
attached workplan drawing�b) dated 1/6/16.
This permit, issued on January 12, 201b , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set fo�th below. Any violation of these tetms may
be subject to fines, imprisonmen# or civil action; or may cause the permit to be null and void.

Raad Shoulder Reconstruction
The placement of riprap shall be limited to the areas as depicted on the attached workplan drawings.
The riprap material shall be clean and free from loose dirt or any pollutant, except in trace quantities.
2) The riprap shall not extend waterward more than 5 feet from the narmal water level at any point
along its alignment at the time of construction, and the riprap shall not extend waterward more than
an average distance of 3 feet from the normal water level along its full alignment at the time of
construction.
3) The filter fabric associated with the ripraplbackf ll shall be in place prior to the placement of any
backfill.

This permit action may be appealed by the permittee ar
ott�er qualified persons within twenty (20) days of the issuing
date.
This permit must be accessible an-site to Department
personnei when the project is inspected for compliance.
Any maintenance work or project rnadification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2019
[n issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.

ADDITIONAL CONDITIONS
4) All fill material shall be obtained from a high ground source. No unconfined fill material shalI be
discharged into estuarine or public trust waters.
5) No fill material shall be placed at any tirne in r�vetlands or waters of the State outside of the alignment of
the fill areas as indicated on the attached workplan drawings, without permit modification.
b) No excavation shall occur within waters or wetlands of the State, without additional authorization from
DCM.
7) No temgorary impacts to wetlands or waters of the State are authorized, without additional authorization
from DCM.
8) The temporary placement or double handling of fill materials within wetlands or waters of the State is
not authorized.
9) Constructian staging areas shall be located only in upland areas, and not in wetlands ar waters of the
State.
10) All construction access shall be through the use of the existing high ground portions of the highway
causeway. Use of mats for construction access across wetlands shall rec�uire additional authorization
from DCM.
General
NOTE: This project will permanently impact approxirnately 1,165 square feet of Coastal Wetlands due
to fill and approximately 3,OQ0 square feet of surface waters due ta fill.
11) This project shall conform to all requirements of the N.C. Sedi�mentation Pollution Control Act and the
N.C. Department of Transportation's (NCDOT's) Memorandum of Agreement with the N.C. Division of
Energy, Mineral, and Land Resources.
12) If it is determined that additional impacts are necessary that are not shown on the attached workplan
drawings or described in the authorization request, a permit modification andlor additional authorization
from DCM may be required. In addition, any changes in the approved plan may also require a permit
modification and/or additional authorization fram DCM. The permittee shall contact a representative of
DCM prior to comrnencement af any such activity �or this determination and any permit modification.
13) The perrnittee and/or his contractor shall contact the DCM Transportation Praject Coordinatar in
Morehead City at (252) 208-2808 to request a preconstruction conference.
14) Development authorized by this permit shall only be canducted on lands owned by NCDOT andlor its
right-of-ways and/or easements.
