Scott Loftis and I reviewed your planting plan…definitely looks better. He and I would like to offer further
recommendations as far as planting:
As I mentioned in my comment letter, add native herbaceous perennial seed to your seed mix. This
will allow for longer term herbaceous plants to get established and take over once the temporary seed
has done its job.
Plant river birch on top of the banks and plant shrubs and/or small trees (via live stakes or
containerized plants) on the banks. The shrubs/small tree species will help anchor the banks in
better. Using only a few trees will not provide the cover you may need, especially in the beginning.
Use the temporary seed, perennial native herbaceous seed, shrubs/small trees, and trees (like river
birch) at all locations where you will disturb the banks – including the area where the new steps will be
and the area where the boat ramp will go in. You will need these plantings to stabilize these areas of
excavation and disturbance.

I have attached Jeff’s planting plan for the Etowah access; note that he has incorporated native perennial seed
in his mix. Scott Loftis likes the mix of 4 grasses he used and suggests adding Lance-leaved Coreopsis
(included in the document I sent you on planting for disturbed sites, which I’ve attached), which germinates
well and adds pretty color—nice for such a public area. As far as species to use for the shrubs/small trees—
Scott suggests using silky dogwood, silky willow, ninebark and/or elderberry.

I have compiled all the requested additional information items and included them with this email.
1.An updated impacts table is attached, revised sheets 4 and 5 of the PCN.
2.After further coordination with Tasha Alexander, it is determined the following Army Corps permits will be
obtained for this project:
a.NWP 13 – Bank Stabilization: For area to be revegetated following removal of old Jean Webb access
steps.
b.NWP 18 – Minor Discharge: For fill required to construct new access steps in new riverbank location.
c.NWP 36 – Boat Ramps: For boat ramp construction.
d.GP 56 – Docks, Piers, & Boathouses: For floating dock associated with boat ramp.
3.A revised sheet 4.1 dated 12/14/2015 is included to reflect Andrea Leslie’s recommendations.

The Division of Water Resources (DWR) has performed a review of a 401 Water Quality Certification application received
on November 4, 2015 for the above referenced project. The DWR has determined that your application is incomplete
and cannot be processed. The application is on-hold until the following information is received:
1.The impact table was labelled as open water impacts on the application form. Please submit an updated
Impact Table changing the open water impacts to stream impacts (page 4 of the application)
2.Coordinate with the US Army Corps of Engineers to determine the appropriate Nationwide Permit (NWP)
and/or Regional General Permit for the project. Please send DWR this information so we can determine the
corresponding Water Quality General Certification number. A NWP 18 as listed on the application would not be
applicable for this project.
3.Please provide an updated planting plan and typical detail for the proposed abandoned river access
stabilization site.
Pursuant to Title 15A NCAC 02H .0502, the applicant shall furnish all of the above requested information for the proper
consideration of the application. If all of the requested information is not received within 30 calendar days of receipt of
this email, the DWR will be unable to approve the application and it will be returned. The return of this project will
necessitate reapplication to the DWR for approval, including a complete application package and the appropriate fee.
