Sent via email: richard.g.harmon@usace.army.mil Subject: Vulcan Materials Company —TIAA Property: Turkey PRM Mitigation Site - Site Visit Notes Anson County, NC Lower Yadkin Pee -Dee River Basin (Yadkin 03040201) USACE # SAW-2020-00807, DEQ # 1995-0991 Ver 2 On April 22, 2024, Restoration Systems (RS) held an on -site meeting with the USACE to review the Turkey Permittee Responsible Mitigation Site (Site) for the Vulcan Materials Company —TIAA Property. Below is a list of attendees and site visit notes. Attendees: USACE: Restoration Systems (RS): Davey Resource Group (DRG): - Richard "Dicky" Harmon - Raymond Holz - Kevin Thomas, PWS, LSS - Alex Baldwin, PWS, LSS General/Site-Wide Notes: - On April 2"d, 2024, Mr. Harmon requested a site visit to the Turkey PRM Site as he had not seen the project and a visit would assist with processing the permit application and preparing the Permit's EA. - RS began the visit with a detailed overview of the Site and the mitigation approach. - RS updated Mr. Harmon regarding the pre -construction groundwater monitoring effort. In early March 2024, RS installed three pre -construction groundwater monitoring wells located within the following wetlands areas: - Turkey Precon GW-1 = Wetland 2 (Rehabilitation) - Turkey Precon GW-2 = Wetland 1 (Enhancement) - Turkey Precon GW-3 = Wetland 5 (Rehabilitation) During the visit, each pre -construction gauge was visited by the group. - The visit began in the upper third of tributary SA1. RS showed and discussed the removal of the existing groundwater well located adjacent to SA1. RS discussed the efforts to date with Anson County to officially permit the removal of the well. RS will continue to provide updates regarding this effort. It is expected that County approval will be granted during the submittal, review, and approval of the Site's Land Quality Permit. - The group headed to the wetland enhancement area associated with the upper extent of SA1. The group discussed how RS would tie stream restoration into the existing wetland grade and the human caused manipulation of the SA1 and SAS confluence (old spoil piles that will be removed, possibly from small (4-5 foot) earthen dam that cross each tributary). - From there, the group walked down -valley and visited SA7, SA2, and ultimately ended at the wetland enhancement and rehabilitation complex located at the downstream extent of SA1 (left floodplain). - Topics discussed included the use of existing bed material in the new channels, the bridge crossing of SA1, removal of invasives species, upland planting/ expanded buffers the Site is restoring, and marsh treatment areas, which are designed to dissipate and treat concentrated stormwater flows entering the Site from adjacent land use. - The Project's timeline was also discussed, and RS detailed the current construction timeline and approach. - 2024 summer/fall construction - Planting to occur during the dormant season of 2024/2025 - As -built document to regulatory agencies by May/June of 2025 - No issues of concern were raised during the visit. - Photos taken during the visit are attached. r��U � � a� ,fac di � A� �OP �,,,53 f 'kh qq 1i _ 9 4 i �M TA s � - • 3 _ t 1 Turkey Mitigation Site: April 22, 2024, Site Visit Photo Log USACE ACTION ID# SAW-2020-00807, NCDWR# 1995-0991v2 SA2 — Restoration reach SA1— Restoration reach Page 2 Jr 114r Jr A r q. �4 r.Al���
