Neuse River Basin

The NPDES Branch (DWR) along with the Modeling and Assessment Branch (MAB) is reviewing Speculative
Limits Requests in the Neuse River Basin for the subject facilities. We have reviewed various QUAL2K
Models for the same area of interest. Our initial review indicated that model submissions have not been
inclusive of all expansions being planned. Currently, the following expansions are in discussion or being
processed by the Division:
 City of Raleigh – Neuse River NRRRF (NC0029033) expansion from 75 MGD to 90 MGD with DO
at 6 mg/L discharging to the Neuse River.
 Central Johnston County Regional Wastewater Treatment Facility (CJCRWWTF) & 210 Wastewater
Treatment Facility (210 WWTF) (NC0030716) expansion to 18 MGD discharging to the Neuse River.
For reference, please see the attached May 4, 2023, Speculative Effluent Limits.
 Town of Clayton – Sam’s Branch WRF (NC0025453) expansion from 10 MGD to 15 MGD
discharging to the Neuse River.
 City of Raleigh – Little Creek RRF (NC0079316) expansion from 3.5 MGD to 8 MGD. The discharge
location has not been determined. Two locations proposed are in the Neuse River discharging to the
Little River.

For the permittees indicated above, it is important that modeling efforts be combined into one complete
submission, including winter scenarios. This would include a description of the facilities being addressed, the
associated flows, and all modeling files for the MAB’s review. This will provide DWR sufficient information
to address all of the requests and be assured that speculative limits can be addressed for all the noted
expansions.
