At the time of this submittal, the Town of Huntersville and Colonial are finalizing the requirements to the civil and landscaping plans to obtain the necessary approvals for site development. Upon finalization of the site development plans, Colonial will submit the final Site Mitigation Plan to the North Carolina Department of Environmental Quality / Division of Water Resources as per NC0090000, Section A.9.b.(i). Colonial anticipates that the next quarterly report (Site Mitigation Plan Quarterly Report 2Q 2024) will be submitted in July 2024. Drive, Ste. 200 T 919.827.0864 Cary, NC 27511 TRCcompanies.com April 29, 2024 Mr. Jeff Morrison Environmental Program Manager, Remediation Colonial Pipeline Company 3925 Anderson Farm Road Austell, Georgia 30106 Re: Colonial Pipeline SR 2448/Pipeline ROW NPDES Permit No. NCO090000 Site Mitigation Plan Quarterly Report 1Q2024 Huntersville, North Carolina Dear Mr. Morrison: This Quarterly Site Mitigation Report for reporting period January 2024 — March 2024 (1Q2024) has been prepared as required by National Pollution Discharge Elimination System (NPDES) Permit No. NC0090000, Section A.9.b.(i) for the Colonial Pipeline Company (CPC) Huntersville-Concord Road (State Road 2448 [SR 2448)) pipeline release site located near Huntersville, Mecklenburg County, North Carolina (Site). The on -site groundwater treatment system construction has not yet begun, and the system is therefore not operational at this time. As such, there are no nuisance conditions (noise, odor, or vapors) as a result of groundwater treatment that need to be mitigated at this time. As required by the Town of Huntersville (Town), a series of figures were submitted to the Town on November 14, 2023, and March 22, 2024, to obtain the necessary permits and approvals for site development, including assemblage of the groundwater treatment components that are required to comply with NPDES Permit NC0090000. The submittals to the Town included the following: ■ Proposed Site Plan — Depiction of existing features, proposed groundwater treatment system location, proposed stormwater control measures, and proposed landscaping areas. ■ Grading and Drainage Plan 1 — Depiction of proposed drainage features and construction specifications for the southeast portion of the Site. ■ Grading and Drainage Plan 2 — Depiction of proposed drainage features and construction specifications for the portion of the Site south of Huntersville-Concord Road and north of the groundwater treatment system. ■ Grading and Drainage Plan 3 — Depiction of proposed drainage features and construction specifications for the south-central portion of the Site. ■ Turning Movement Analysis — Depiction of tanker truck movement analysis for loading and unloading at the Site. ■ Overall Site Plan — Depiction of proposed vegetative planting areas throughout the Site. On April 9, 2024, CPC was notified by the Town that additional modifications were necessary. CPC has discussed with the Town to discuss the requested modifications and is working to incorporate the modifications. Mr. Jeff Morrison Colonial Pipeline Company April 29, 2024 Page 2 Upon receipt of the Town's approval of the modified submittals, the Site Mitigation Plan originally submitted to the North Carolina Department of Environmental Quality (NCDEQ) on September 29, 2023, will be amended as requested, and the Revised Site Mitigation Plan will be submitted to NCDEQ.
