Description of Facilities
Collection System:
The Town of Spruce Pine's service area includes the contiguous city
limits and some areas along the main corridors outside city limits.
These corridors include US Highway 19E and NC Highway 226.
The service area includes approximately 50 miles of sewer line, with
15 miles of force main and 35 miles of gravity line. The system includes
14 sewer pumpstations. The Town's 1313 sewer customers reflect a
service population of an estimated 6,000 people. Pipe sizes range
from 4 inches to 30 inches, with the majority being 6 inches and above.
Pipe materials in the system include polyvinyl chloride, ductile iron pipe,
and terracotta.
Wastewater Treatment Plant:
The Spruce Pine Wastewater Treatment Plant is a 2.0 MGD wastewater
treatment facility that serves Spruce Pine and main corridors leaving city
limits. The Town contracts with Veolia North America for plant operation.
In 2023, the Plant treated an average daily flow of 611,000 gallons per
day. The treatment plant includes the following components: influent
pumping; automatic bar screen; teacup grit removal system; three ring oxidation
ditch; two final clarifiers, one emergency clarifier; chlorination/dechlori nation
system; two aerobic sludge digesters. Discharge from the plant enters the North
Toe River, a class C Trout water in the French Broad River Basin.
Pretreatment Program:
The Town has one industry, BRP Recreational Products on a modified
pretreatment permit program. Veolia is responsible for the sampling
& inspection process. The Town of Spruce Pine is the POTW enforcement.
Performance Measures
Collection System:
The Town of Spruce Pine has a proactive preventive maintenance program of
high pressure line cleaning and video inspection. This year over 18,950 linear
feet of pipeline was cleaned and inspected. This represents approximately
10.25% of the 50 miles of sewer pipeline in our system.
Public Works staff regularly inspect high priority lines, including aerial lines and
lines in proximity to creeks and streams.
The Town had 3 reportable spills in 2023, two caused by a pipe break and one
caused by debris in the line. In each case, the Public Works Staff and Collection
System ORC acted promptly to stop the spill and correct the cause of the spill.
Wastewater Treatment Plant:
Performance measures were successfully achieved during the 2023 annual reporting
period. The Spruce Pine WWTP continues to provide effective/efficient treatment
services to the community, averaging BOD and TSS removal levels well above
NCDEQ and EPA levels. Flow to the WWTP continues to remain well below plant
capacity, with an average daily flow of 611,000 gallons/day in 2023. The plant
remained in compliance for all permitted parameters and received a positive
review from its NCDEQ annual inspection. No capital projects were carried out, but
normal maintenance and repair was on -going. No Notices of Violation were received
from the State of North Carolina.
Pretreatment Program:
No Notices of Violation were issued to BRP, Inc.
