The property is being used as row crop farm land and the east side border is the Neuse River. The general land use in the vicinity is farm land.

The purpose of the project is to provide a high school for the growing population of Wilsons Mills. The PCN is for a required crossing for emergency access to the school and ballfields.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
The project is to construct a high school on row crop farm land. The school will be constructed on the open land. Very few trees will need to be removed. Bull dozers and motor graders will
be used to grade the land. The storm water basins will be dug with track hoes. The school will be constructed by a building company. The parking lots will be asphalt. I'm not aware of any
indirect indirect impacts associated with this project. The crossing will be installed by track hoe, the wetlands will be marked on the plans and in the field by silt fence.

2i. Comments:
This impact includes the small riprap apron. The engineer decided not to place the stone flush with the channel bottom since the total impact is so small
and the riprap apron is very small (84 sgft, 0.002 acres).
E. Impact Justification and Mitigation 6
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
Care was taken in design to avoid impacts to jurisdictional waters. The only impact is a required crossing by the Fire Marshall for an emergency access.
The required crossing impact was minimized by narrowing the top width of the gravel drive to 20 ft wide. All jurisdictional wetlands will be shown on the
construction plans with notes to avoid contact with them and protected with silt fence. Also the culvert will replace an existing culvert already there.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
The wetlands will be protected with silt fencing in the field. The construction entrance will be installed in one day and the work will not be allowed in wet
weather. the crossing will be stabilized with a temporary ground cover at the end of the work day. An approved Sediment and Erosion Control Plan will
be implemented in the field and inspected by the construction [personnel and by the government inspectors.
