The original questions/requests are copied below as they appear on the 07/03/06 letter and are then followed by our response to each. Additional Information Requested: 1. "Please provide lot locations and building envelopes when streams are part of lots." On the overall site plan, the streams depicted on the subject property are the boundary lines of the individual parcels of land. It is possible to develop all of these parcels without warranting any further stream impact, and that is indeed the intent of the developer. Additionally, all parties are aware that the stream impact totals for the proposed roadway infrastructure are just below the threshold for an''individual permit and therefore, this project has been planned with a great deal of sensitivity to avoid exceeding the nationwide permit thresholds. 2. "The road (College Park Drive) connection to Waterstone Drive and the culvert does not appear to be necessart7. Please eliminate the road or provide additional information as to zt~hy it is necessary for this project." College Park Drive is a necessary connector to Waterstone Drive for the residential subdivision. First, this proposed road accesses the eastern side of the subject property, therefore necessitating the proposed stream crossing. There is also the need for "interconnectivity" between the existing development and the new proposed Waterstone Development. A portion of the property within the Waterstone Development will be dedicated for Police, Rescue or Fire Protection use, as mandated by the "Waterstone Conditions of Approval" by Orange County. Response time to the residential portion of the Waterstone development, and other existing residential and business areas, will'be reduced by as much as 100% if the College Park Drive crossing is allowed. 3. "Please be azrare that Orange Counhj will address the regional storntzt~ater management since the buffer rules luive been delegated to them." The residential and business portions of the project will comply with Orange County's Stormwater Regulations and the Diffuse Flow Requirement of the Neuse Buffer Rules.
