Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
This final permit includes no major changes from the draft permit sent to you on November 5, 2003.
This permit includes a TRC limit that will take effect on August 1, 2005. If you wish to install
dechlorination equipment, the Division has promulgated a simplified approval process for such projects. Guidance
for approval of dechlorination projects is attached.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of
this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina
General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain
other permits which may be required by the Division of %Water Quality or permits required by the Division of Land
Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be

turbidity exceeds these levels due to natural background conditions, the discharge level cannot

SUMMARY
This facility maintains one outfall, 001. Wastewater from filter backwash is treated using two waterwater
storage/treatment lagoons and discharged into Coddle Creek.
The receiving stream (Coddle Creek) is classified as C waters and is on the 303(d) list as an impaired water. The
May 1998 Yadkin -Pee Dee River Basinwide Water Quality management Plan concludes that this stream is does not
supports its designated uses because of nonpoint source pollution.
TOXICITY TESTING:
Current Requirement: None
Recommended Requirement: None recommended.
COMPLIANCE SUMMARY:
Correspondence files for 2003 were reviewed. (Files for 2001-2002 were missing from central files.) The facility
has been issued no NOV/NOD's in 2003, and a Compliance Evaluation Inspection in April revealed no problems.
DMR's were available for 2001-2003. Total Residual Chlorine levels ranged from <100 — 921µg/I, Iron from <60 —
3454µg/I, and Aluminum from <I00 — 3771µg/l. Turbidity is limited in the current permit to 50NTU (and the
stream is listed on the 303d list for sediment). There were eight times that the downstream turbidity was measured at
levels higher than 50NTU and was increased from levels upstream. These turbidity violations have not yet resulted
in NOV's.
INSTREAM MONITORING:
This facility is required to monitor turbidity of the receiving stream both upstream and downstream from the outfall.
A turbidity limit has been implemented. This limit will remain in the new permit
PROPOSED CHANGES:
Per division policy, a TRC limit will be added to the permit to protect for acute toxicity. This will include an
eighteen -month compliance schedule. Recommend a 28µg/I limit rather than 17µg/I due to large volume of
receiving stream. Dam 2500 feet upstream is expected to release at least 6.0 cfs.
Delete pH footnote as pH monitoring/limits are not included as a requirement on the memorandum giving interim
guidance for water treatment plants (dated September 30, 1992.

I received a letter from Valery Stephens, acknowledging that she had received the
permit renewal package that I sent her, for the Coddle Creek Water Treatment Plant
lagoon system (permit NC0083119). Ms. Stephens stated that I needed to submit a
Sludge Management Plan to you.
The City of Concord contracts with a private company, to remove the sludge from the
Coddle Creek WTP lagoons. The sludge has been removed from the lagoon system only
once; the company that provided that sludge removal was Bio-Nomic Services (516
Roundtree Road, Charlotte, NC 28217). After removing the sludge from the Coddle
Creek lagoons, Bio-Nomic Services transferred the sludge to a landfill, owned by BFI.
