Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 for as subsequently amended). The final permit includes no major changes from the revised draft permit sent to you on September 12, 2007. The statement "All samples collected should be from a representative discharge event." was added for clarity, in the Section A. (1.) narrative. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required. The discharge shall not cause the turbidity of the receiving water to exceed 25 NTU. If the turbidity exceeds this level due to natural background conditions, the discharge level cannot cause any increase in the turbidity of the receiving water. By definition Kerr Lake is the receiving water. 2. The TRC limit will become effective June 1, 2009. Monitoring is required effective December 1, 2007. 3. The minimum measurement detection required is 0.5 mg/L. In the future a maximum limit of 1.8 mg/L will be imposed if data evaluation yields the potential to exceed 1.8 mg/L. 4. The pH shall not be less than 6.0 SU or higher than 9.0 SU. All samples collected should be from a representative discharge event. There shall be no discharge of floating solids or visible foam in other than trace amounts. FACT SHEET - RENEWAL NCO083101 CITY OF HENDERSON (KERR LAKE REGIONAL) WTP . Current Date: September 12, 2007 Prepared by: Ron Berry Existing Permit Effective Issue Date: September 1, 2002 Existing Permit Expiration Date: March 31, 2007 Renewal Permit Expiration Date: March 31, 2012 Discharge: Anderson Swamp Creek (Arm of Kerr Lake) Basin: Roanoke Classification: WS III, B-CA General: Facility monitoring TRC , Aluminum, and Iron. Initial construction completed 2002 as part of ATC. In 2004 an ATC was completed that added two tickeners. Discharge is decanted water from a settling lagoon from a conventional filters backwash water source. Permitted flow is 0.5 MGD. Existing permit Limits Flow, Settleable Solids, Turbidity, TS S, pH. Upstream and Downstream turbidity readings required. However, field definition was "NO FLOW" upstream, effluent defined as the stream. In renewal application Fluoride was listed as a chemical present in the backwash water. Concerns: TRC Limit, currently monitored but need to calculate effluent limit. Direct discharge into Kerr Lake deemed no dilution available. Need to include language in footnote for 18 months compliance. TOTAL IRON Level, currently monitoring only. Action level for WS III class water is 1.0 mg/l. Based on reported level in DMR data, calculated RPA value of 0.751 mg/l. Iron is an excellent indicator of the over all plant performance. Will impose limit and continue to monitor. Aluminum Level, currently monitoring only. No defined action level. Aluminum is an excellent indicator of the over all plant performance. Will continue to monitor. Settleable Solids, TSS, Turbidity, pH, Flow Effluent Limits, currently in permit. Maintain current limits in renewal. Effluent was defined as only sample location required. Fluoride Level, new chemical of concern, new monitored point in effluent. Page 1 of 2 Changes to renewal permit: 1. Continue all monitoring parameters and limits as in existing permit with the additions listed in 2, 31 4. 2. Add TDC Limit of 17µg/l in effluent with 18 month compliance. 3. Add Fluoride monitoring in effluent. 4. Add Total Iron Limit in effluent of 1.0 mg/l. Rational For Changes: To meet guidelines (pre August 2007) for the conventional water treatment plant all parameters need to continue in permit and Fluoride monitoring added, TRC Limit and Total Iron Limit added. Note: In an earlier draft version a Fluoride Limit was imposed but withdrew in a second draft (final draft). The earlier draft is considered replaced by the final, both were send out for public notice. Potassium permanganate, sodium hypochlorite, corrguard, polymer, caustic, and fluoride are added in the treatment process. Treated water is used to backwash the filters and has all the chemicals as listed. As backwash water leaves the filter area it is diverted to both the settling pond and the thickners. Next the backwash waters proceeds from the settling pond and thickners to the manway (red dot). Grab samples used for the DMR are taken from the water running through the manway. I still need a simple flow schematic of the your water treatment plant process. A flow schematic should be a simple block diagram with flow direction indicated. Start with the incoming raw water through the various treatment steps showing the backwash flows, to the filters, to the settling basin, to the thickeners, to the lagoon, etc, ending with the discharge to your permitted outfall. Mark on the schematic where and which chemicals are added in your process. Your continued assistance in finalizing this remaining item is greatly appreciated and will move forward your permit renewal. If you have any questions let me know. LIPSCOMB, HENDERSON WTP Date: 6/13/07 8:30 AM In response to my previous message (6/12/07), Ms. Lipscomb returned my call. I requested the missing flow schematic. I also asked about the turbidity sample point per current DMR description. The manhole is located on the property and the sample is taken from the flow in the manhole. The manhole contains the effluent and is where all the various streams converge. I asked for this manhole/sampling point to be shown on the schematic. I gave her my email address. Asked about turbidity sample point, did not have any information on description and/or location point downstream. Clarissa should be able to answer questions. He did confirm the discharge coordinates/configuration. The flow is down a ditch which use to be natural drain runoff (UT) to Kerr Lake. He did not believe there were any other significant problems at the site. Page 3 of 3 C-WTP 03/05 Referencing numeral 8 The KLRWS had upgraded the solids handling facilities at the water treatment plant to eliminate restrictions in plant capacity due to these processes. The plant upgrade includes an addition of two 80 ft. diameter batch thickening basins for handling and treatment of residuals generated as a by-product of water treatment. With the addition of the two new thickening basins, the KLRWS now has the capability of treating increased volumes of both sedimentation blowdown residuals and SFBW. Each of these residual streams is combined for treatment in the gravity thickeners. The thickeners were designed to allow the addition of polymer into the combined residual streams, if necessary, to aid in sedimentation. The thickeners operate in a batch mode meaning that one basin is filled to capacity after which the suspended solids are allowed to settle for a period of time before stream discharge of the thickener decant to Kerr Lake. Under peak water demand conditions, the total volume discharged to Kerr Lake could be as high as 675,000 gpd. Referencing numeral 15 Solids Handling plan is implemented by Granville Farms. They are responsible for the handling and hauling of our sludge away from the plant site as well as the land application. Potassium permanganate, sodium hypochlorite, corrguard, polymer, caustic, and fluoride are added in the treatment process. Treated water is used to backwash the filters and has all the chemicals as listed. As backwash water leaves the filter area it is diverted to both the settling pond and the thickners. Next the backwash waters proceeds from the settling pond and thickners to the manway (red dot). Grab samples used for the DMR are taken from the water running through the manway.
