Dear Mayor Young:
Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between
North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently
amended).
Please note that this facility is discharging high amounts of total residual chlorine (TRC). The average TRC
concentration in the effluent should be below 28 µg/L (0.028 mg/L). This facility discharged concentrations
well above 28 µg/L during 2000 and 2001. Unless these concentrations are reduced. the Division may
reopen this permit to include a chlorine limit
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable
to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following
receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of
the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service
Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and
binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and relssuance of the permit. This permit does not affect the legal requirements
to obtain other permits which may be required by the Division of Water Quality or permits required by the
Division of Land Resources. the Coastal Area Management Act or any other Federal or Local governmental
permit that may be required.

conditions set forth in Parts I, II, III and IV hereof.
This permit shall become effective September 1, 2002.
This permit and authorization to discharge shall expire at midnight on March 31, 2007.

PART IV - EVALUATION AND RECOMMENDATIONS
THIS SYSTEM CONSISTS OF A FILTER BACKWASH SYSTEM, TWO NEW
THICKENERS, AND NEW SLUDGE TRUCK LOADING RACK AND PAD. THE
THICKENER DECANT IS DISCHARGED TO A CREEK THAT FLOWS THROUGH
AN ADJACENT GIRL SCOUT CAMP AND ULTIMATELY INTO THE ANDERSON
ARM OF KERR LAKE. SLUDGE TRUCKS WERE BEING LOADED DURING THE
SITE VISIT. SLUDGE SPILLAGE WAS WASHED OFF THE TRUCKS ONTO THE
NEW CEMENT LOADING PAD AND THEN WASHED OFF INTO THE GRASS
BESIDE THE PAD. THERE WAS NO UNDERDRAIN OR CONTAINMENT
CONSTRUCTED WHEN THIS PAD WAS BUILT. THE RRO RECOMMENDS, DUE
TO THE CLOSE PROXIMITY OF THE GIRL SCOUT CAMP, THAT EITHER AN
fUNDERDRAIN OR CONTAINMENT STRUCTURE BE INSTALLED TO RETAIN
ANY SPILLED SLUDGE ONSITE. WHEN THIS CONCERN IS RESOLVED TO THE
SATISFACTION OF THE CENTRAL OFFICE OF THE DIVISION THE RRO
RECOMMENDS ISSUANCE OF THE PERMIT TO DISCHARGE IN ACCORDANCE
WITH ALL DIVISION REQUIREMENTS AND CURRENT BASIN PLANS

In response to your letter of April 17, 2002 andthe above referenced Draft NPDES Permit, please
note the following:
Total Residual Chlorine: We have reviewed the total residual chlorine levels of the
facilities discharge and have found that these levels have been consistently reduced since
initiation ofthe new residuals handling process, We will continue tomonitortheselevels
in accordance with the draft permit and are confident that the discharge concentration will
be less than the specified 28 µg/L_
2. Flows: Although the permit does not contain flow limits, please be advised that
subsequent to the submittal of the permit renewal application the Kerr Lake Regional
Water System determined that expansion of the facility to 20 mgd was required. This
expansion, scheduled for completion in late 2004 or early 2005, will result in future
\1P monthly average daily discharges of up to 950,000 gpd.

The Kerr Lake Regional Water System (KLRWS) is pleased to submit one (1) signed original
copy and two (2) additional copies ofthe completed NPDES Renewal Application form and a narrative
description of the residuals management plan for the referenced facility.
The KLRWS is currently in the process ofupgrading the residuals handling facilities at the water
treatment plant. The residuals facility additions include construction of two new 80 ft. diameter batch
thickening basins fortreatment of sedimentation basin blowdown solids and spent filter backwash water
(SFBW). For your convenience, we have enclosed the following information:

KERR LAKE REGIONAL WATER SYSTEM
The Kerr Lake Regional Water System (KLRWS) is jointly owned by the City of Henderson, City of
Oxford and Warren County with the City of Henderson serving as the Managing Partner. The KLRWS
owns and operates a 10 MGD water treatment plant located in Vance County which utilizes Kerr Lake
as a source of supply.
As a part of the routine water treatment process, residuals are generated by the KLRWS from two
different treatment processes; gravity sedimentation and media filtration. A series ofgravity sedimentation
basins are used to settle suspended solids from drinking water that has been conditioned using aluminum
sulfate (alum) and polymer. The solid contaminants collect on the bottom of the basin and are routinely
removed by a mechanical collection system. This waste stream is referred to as sedimentation blowdown
residuals. Additionally, these basins are drained for cleaning and inspection on a periodic basis. The
second waste stream generated by water treatment is a result offilter cleaning orbackwashing. During this
process the filter flow is reversed to flush out solids and other contaminants that are filtered from the settled
water onto the anthracite and sand media. Chlorinated water is utilized for this backwashing process and
the waste stream is referred to as spent filter backwash (SFBW).
The KLRWS is currently upgrading the solids handling facilities at the water treatment plant to eliminate
restrictions in plant capacity due to these processes. The plant upgrade includes addition of two 80 ft
diameter batch thickening basins for handling and treatment ofresiduals generated as aby product ofwater
treatment. With the addition of the two new thickening basins the KLRWS now has the capability of
treating increased volumes of both sedimentation blowdown residuals and SFBW. Each of these residual
streams are combined for treatment in the gravity thickeners. The thickeners were designed to allowthe
addition of polymer into the combined residual streams, if necessary, to aid in sedimentation. The
thickeners operate in a batch mode meaning that one basin is filled to capacity after which the suspended
solids are allowed to settle for a period of time before stream discharge of the thickener decant to Kerr
Lake. Under peak water demand conditions the total volume discharged to Kerr Lake could be as high
675,000 gpd. The settled solids accumulate in the bottom of the thickener over time and periodically are
removed by aturn-key contractor and hauled off -site for land application disposal under separatepermit(s).
The facility will maintain the ability to utilize the existing residuals handling facilities which include astorage
and settling basin and sand drying beds which are scheduled for improvements in the future.
Monitoring of the total discharge volume and water quality from the facilities is performed routinely by
KLRWS staff to determine that the decant stream meets NPDES permit limits prior to discharge
to Kerr Lake. The facility generates no other surface water discharges.
