Division personnel have reviewed and approved your application for renewal of the subject
permit. Accordingly, we are forwarding the attached final NPDES discharge permit. This permit is
issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and the U.S. Environmental Protection
Agency dated May 9, 1994 (or as subsequently amended).
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within
thirty (30) days following receipt of this letter. This request must be in the form of a written
petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the
Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-
6714). Unless such demand is made, this permit shall be final and binding.
Please take notice that this permit is not transferable. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or
permits required by the Division of Land Resources, Coastal Area Management Act, or any other
Federal or Local governmental permits which may be required.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are
hereby revoked, and as of this issuance, any previously issued permit bearing this number is no
longer effective. Therefore, the exclusive authority to operate and discharge from this facility arises
under the permit conditions, requirements, terms, and provisions included herein.
Saint-Gobain Containers is hereby authorized to:
1. Continue to operate a 0.5 MGD wastewater treatment system consisting of a holding tank (for
temperature control) and located at the Saint-Gobain Containers, 620 Facet Road, Henderson,
Vance County, and;
2. Discharge from said treatment works (via Outfall 001) into an unnamed tributary to Martin
Creek, a Class C NSW water in the Tar Pamlico River Basin, at the location specified on the
attached map.

1. U: upstream from the outfall. D: downstream from the outfall.
2. All flow discharging from the system shall be monitored. Flow shall be released slowly so as to prevent
erosion of the receiving stream. Total flow from the outfall for one discharge event shall not exceed the
capacity of the storage tank.
3. The discharge shall not cause the turbidity of the receiving stream to exceed 50 NTU. If the turbidity exceeds
these levels as a result the natural background conditions, the discharge level cannot cause any increase in the
turbidity in the receiving stream.
4. The temperature of the effluent shall not cause an increase in the temperature of the receiving stream of more
than 2.8'C and in no case cause the ambient water temperature to exceed 32°C.
5. Acute Annual Toxicity (Fathead Minnow) per A. (2).
THERE SHALL BE NO DISCHARGE OF FLOATING SOLIDS OR VISIBLE FOAM IN OTHER THAN TRACE AMOUNTS.

A. (2) ACUTE TOXICITY MONITORING (ANNUAL)
The permittee shall conduct annual toxicity tests using protocols defined as definitive in E.P.A.
Document EPA/600/4-90/027 entitled "Methods for Measuring the Acute Toxicity of Effluents to
Freshwater and Marine Organisms." The monitoring shall be performed as a Fathead Minnow
(Pimephales promelas) 24 hour static test. Effluent samples for self -monitoring purposes must be
obtained below all waste treatment. The permittee will conduct one test annually, with the annual
period beginning in January of the calendar year of the effective date of the permit. The annual test
requirement must be performed and reported by June 30. If no discharge occurs by June 30,
notification will be made to the Division by this date. Toxicity testing will be performed on the next
discharge event for the annual test requirement.
The parameter code for this test is TAE6C. All toxicity testing results required as part of this permit
condition will be entered on the Effluent Discharge Form (MR-1) for the month in which it was
performed, using the appropriate parameter code. Additionally, DWQ Form AT-1 (original) is to be
sent to the following address:

Test data shall be complete and accurate and include all supporting chemical/physical
measurements performed in association with the toxicity tests, as well as all dose/response data.
Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is
employed for disinfection of the waste stream.
Should any test data from either these monitoring requirements or tests performed by the North
Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit
may be re -opened and modified to include alternate monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum
control organism survival and appropriate environmental controls, shall constitute an invalid test
and will require immediate follow-up testing to be completed no later than the last day of the month
following the month of the initial monitoring.

Maureen,
I do not see any reason to add TRC to St. Gobain's permit. This is for furnace heat quninching only and
discharges once every three years or so when they need to service a furnace.

Dear Mrs. Stephens:
Saint-Gobain Containers requests renewal of NPDES permit number NCO083038 for the
discharge of wastewater from our facility located at 620 Facet Road, Henderson. Enclosed is the
application package consisting of the application form, map, and this cover letter with
supplemental information. The original and two copies are enclosed as requested. There have
been no facility changes since the last permit was issued May 19, 2000.
Description of Discharge
Saint-Gobain Containers operates two glass -melting furnaces at this location for the manufacture
of glass bottles and jars. Whenever the molten glass is drained from a furnace, clean city water is
used to cool the glass and the metal chute, and direct the flow of glass down the chute. This
cooling water does not come into contact with any oils or other substances used in the plant, and
there are no treatment chemicals or other additives used. The quench water is held in a 500,000
gallon aboveground storage tank for temperature control then is discharged to the receiving
stream at a controlled rate over a period of several days. Approximately 300,000 to 500,000
gallons of quench water is used during a fumace drain.
The discharge is intermittent and only occurs as a result of a drain event. The primary reasons for
a furnace drain are a scheduled or emergency furnace repair. Repairs are typically scheduled
about every 7 to 10 years.

Sludge Management Plan
A sludge management plan is not applicable to this wastewater treatment since no sludge or
solids are generated. The water is used only for cooling and the treatment is temporary storage
for temperature control.
