Dear Mr. Legg:
On April 4, 2024, a site inspection was conducted for the Kannapolis Public Works Operation Center facility
located at 1401 Bethpage Road, Cabarrus County, North Carolina. A copy of the Compliance Inspection
Report is enclosed for your review. Michael Dodge, Stormwater Operations Manager, also present during the
inspection and his time and assistance is greatly appreciated. The site visit and file review revealed that the
subject facility is covered by NPDES Stormwater General Permit NCGO80000 under Certificate of Coverage
NCG080698. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters
designated as Irish Buffalo Creek, class C waters in the Yadkin Pee-Dee River Basin.
As a result of the inspection,the facility was found to be noncompliant with the conditions of the NCGO80000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations
made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to $25,000 per day for each violation. If you or your staff have any questions,

Inspection Summary:
An inspection was held on site with Michael Dodge with Kannapolis Public Works. The inspection was announced so that a
Kannapolis Public Works staff member was present to ask questions regarding the outfalls on site.
All portions of the stormwater pollution prevention plan were present and up to date. All outfalls were observed on site with
no visible issues at the time of the inspection.
Qualitative monitoring data after 2020 was not available on site at the time of the inspection.
Based upon the inspection conducted, the site was not compliant. The facility must:
- Immediately restart qualitative monitoring at all outfalls. Send a copy of the next available qualitative monitoring data to the
NCDEQ Mooresville Regional Office.
