Dear Mr. Curry:
On April 4, 2024, a site inspection was conducted for the Darnel Monroe facility located at 1809 Airport Rd,
Union County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review.
Mike Curry was also present during the inspection and his time and assistance is greatly appreciated. The site
visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit
NCG050000 under Certificate of Coverage NCG050447. Permit coverage authorizes the discharge of
stormwater from the facility to receiving waters designated as Dry Fork, class C waters in the Yadkin Pee-Dee
River Basin.
As a result of the inspection, the facility was found to be noncompliant with the conditions of the NCG050000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations
made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to $25,000 per day for each violation. If you or your staff have any questions,

Inspection Summary:
This was a follow up inspection to an NOV issued March 8, 2024, and the facility has made improvements concerning the
particulate material throughout the site. They have hired temporary workers t walk and pick up large debris, contracted a
company to vacuum the finer particles from the ground, ordered fencing for the large roll areas, implemented an air quality
policy with the silos, ceased the pulping operations were they were direct discharging the pumped water, contracted a third
party to manage the Stormwater Pollution Prevention plan(SPPP), and is working on covering the drainage ditches near the
silos to prevent that material from washing. The facility has identified at least one other outfall. Another NOV follow up
inspection will be conducted in May 2024 to assess compliance. If you have questions, contact me at [e-mail]
