The project will relocate an existing 4" line currently in conflict with the NC Department of Transportation's proposed US 220 Bypass project (R-3421 A). While no permanent stream impacts are anticipated, there will be 0.09 acre of permanent wetland impacts due to the conversion of a forested wetland in the 30 foot maintenance corridor. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The site is a 35 -foot wide utility easement flanking the proposed NCDOT R-3421 project (US 220 Bypass; Section A). Much of the site is in a recent cut -over and is mostly in herbaceous vegetation; the remaining portion is in young to medium -aged pine -hardwood forest. Wood- and timberland dominate land use in the vicinity, with some areas of low- density residential development as well as commercial and light industrial uses. 3b. List the total estimated acreage of all existing wetlands on the property: 0.2 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: 200 3d. Explain the purpose of the proposed project: To relocate a Piedmont Natural Gas 4 -inch pipeline currently in conflict with NCDOT project R-3421 (US 220 Bypass). 3e. Describe the overall project, in detail, including the type of equipment to be used: The. existing 4 -inch line will remain in service until the relocated pipe comes on-line. The new line will be 4 inches in diameter, and follow the alignment provided in the attached figures. PNG will control a 35 -foot wide easement in the permanent utility easement acquired through NCDOT. Line placement is expected to average about 500 to 1,000 feet of line per day. The trench will average between three and four feet in depth, so large construction equipment will not be required. Typical construction vehicles will include trench excavators and back -hoes. 4. In addition, some of the line will be within the NCDOT right-of-way for the US 220 Bypass (R-3421). Each of the private landowners have been contacted by PNG and is aware of this effort and necessity to move the line before NCDOT starts work. NCDOT will transfer the permanent utility easement associated with their project to PNG for maintenance purposes. PNG authorization is all we anticipate being needed to authorize work within jurisdictional areas along the proposed easement.
