RE: Piedmont Natural Gas Line 124 Relocation Project, Richmond County, North Carolina.
Dear Sir and Madam:
On behalf of Piedmont Natural Gas, Kleinfelder is submitting this Pre -Construction Notification and
associated impact drawings for your consideration in issuing Section 404/401 permits for the proposed gas
line relocation project. The project will relocate an existing 4" line currently in conflict with the NC
Department of Transportation's proposed US 220 Bypass project (R-3421 A). While no permanent stream
impacts are anticipated, there will be 0.09 acre of permanent wetland impacts due to the conversion of a
forested wetland in the 30 foot maintenance corridor.
We respectfully request your review and correspondence relating to this application at your earliest
opportunities. Thank you both in advance for your time and consideration of this request. We remain
available to provide additional information or clarifications as needed.
Regards,
Amy James, PWS
Staff Professional

3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
The site is a 35 -foot wide utility easement flanking the proposed NCDOT R-3421 project (US 220 Bypass; Section A).
Much of the site is in a recent cut -over and is mostly in herbaceous vegetation; the remaining portion is in young to
medium -aged pine -hardwood forest. Wood- and timberland dominate land use in the vicinity, with some areas of low-
density residential development as well as commercial and light industrial uses.
3b. List the total estimated acreage of all existing wetlands on the property:
0.2
3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property:
200
3d. Explain the purpose of the proposed project:
To relocate a Piedmont Natural Gas 4 -inch pipeline currently in conflict with NCDOT project R-3421 (US 220 Bypass).
3e. Describe the overall project, in detail, including the type of equipment to be used:
The. existing 4 -inch line will remain in service until the relocated pipe comes on-line. The new line will be 4 inches in
diameter, and follow the alignment provided in the attached figures. PNG will control a 35 -foot wide easement in the
permanent utility easement acquired through NCDOT. Line placement is expected to average about 500 to 1,000 feet of
line per day. The trench will average between three and four feet in depth, so large construction equipment will not be
required. Typical construction vehicles will include trench excavators and back -hoes.
4. Jurisdictional Determinations

Corps or State been requested or obtained for this property /
project (including all prior phases) in the past?
® Yes ❑ No ❑ Unknown
Comments: The JD was obtained by NCDOT

4d. If yes, list the dates of the Corps jurisdictional determinations or State determinations and attach documentation.
A JD reverification of the R-3421 study area was- completed in early 2015, through NCDOT. All stream and wetland
features on this project were included in the reverification.
5. Project History
5a. Have permits or certifications been requested or obtained for. ❑ Yes ® No ❑ Unknown

additional development, which could impact nearby, downstream water quality?
No
3b. If you answered "yes" to the above, submit a qualitative or quantitative cumulative impact analysis in accordance with the
most recent DWQ policy. If you answered "no," provide a short narrative description.
This project is a pipe relocation and will not result in an increase in gas capacity that might invite more development to the
vicinity.
4. Sewage Disposal (DWQ Requirement)
4a. Clearly detail the ultimate treatment methods and disposition (non -discharge or"discharge) of wastewater generated from
the proposed project, or available capacity of the subject facility.

Property Owner Information (Section A-3 and Section B-1 a):
The proposed Line 124 right-of-way crosses 5 properties. In addition, some of the line will be
within the NCDOT right-of-way for the US 220 Bypass (R-3421). Each of the private
landowners have been contacted by PNG and is aware of this effort and necessity to move the
line before NCDOT starts work. NCDOT will transfer the permanent utility easement associated
with their project to PNG for maintenance purposes. PNG authorization is all we anticipate
being needed to authorize work within jurisdictional areas along the proposed easement.

PROPERTY LEGAL DESCRIPTION
Lot No: Multiple (see impact drawings) Parcel ID: Multiple (see impact drawings)
Street Address: Multiple properties comprising the Piedmont Natural Gas (PNG) proposed Line 124
relocation project in west -central Richmond County. The project area includes portions of 3 properties
with a total area of 7.0 acres. Line 124 is being relocated due to a conflict with the planned US 220
Bypass (R-3421) and as such, PNG's future easement currently lies within that area designated as a
permanent utility easement by the NC Department of Transportation (NCDOT). This easement has
been, or is in the process of being, acquired by NCDOT and will be transferred to PNG for maintenance
purposes once work is completed. As PNG must apply for a 404/401 permit before work begins on the
NCDOT project, PNG will be treated as the defacto 'owner' for this application.
Owner name (printed): Piedmont Natural Gas
Email: Edward.dietrich@piedmontng.com
The undersigned, as future easement holder of the above -referenced properties, do hereby authorize
Amy James, of Kleinfelder, Inc. to act on PNG's behalf and take all actions necessary for the processing,
issuance, and acceptance of the Section 404/401 Permits for jurisdictional resources along the entire
7.0 acre project easement in west -central Richmond County, North Carolina.
