Dear Sir and Madam: On behalf of Piedmont Natural Gas, Kleinfelder is submitting this Pre -Construction Notification and associated impact drawings for your consideration in issuing Section 404/401 permits for the proposed gas line relocation project. The project will relocate an existing 10" line currently in conflict with the NC Department of Transportation's proposed Winston-Salem Northern Beltway (U-2579, Section C). While no permanent stream impacts are anticipated, there will be 0.03 acre of permanent wetland impacts due to the conversion of a forested wetland in the 30 foot maintenance corridor. We respectfully request your review and correspondence relating to this application at your earliest opportunities. Thank you both in advance for your time and consideration of this request. We remain available to provide additional information or clarifications as needed. No wetlands are being crossed parallel to drainages. 2) Stream crossings will be accomplished to the extent feasible during dry weather with no immediate precipitation predicted. All stream and wetland crossings will be completed in a single day and stabilized promptly upon completion. Coffer dams will be installed in the stream at up- and down-slope extents of construction with water pumped from upstream around construction into the downstream reach. Water pumped from construction areas, between coffer dams, will be routed into a pumped water filter bag or sediment trap located outside streams, before discharging though gravel outlets back into the stream. 3) Streams banks will be stabilized using native bed material wherever possible. 4) Pre -construction contours will be reestablished and annual seed mixes appropriate to the area will be used for stabilization. Sediment controls will be retained in-place until vegetation is established and disturbed soils are stabilized. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
