The Zone 1 buffer impacts do not require mitigation per Zach Thomas and Chem Smith because we are converting a much larger amount of existing impervious surface in Zone 1 back to pervious vegetated areas so the net result is that there will be 713 sq ft less impervious in Zone 1 after the project is complete. Buffer impact B3 is for inlet and outlet culvert protection along the headwalls for the culvert at the driveway crossing. Buffer impact B4 is for stream pump around activities that include a temporary coffer dam. E. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The residence and associated driveway and parking areas were designed to minimize impacts to the most feasible extent possible. Headwalls were used at the culvert driveway crossing to minimize stream impacts. Appropriate sediment and erosion control practices equaling those outlined in the most recent version of the "North Carolina Sediment and Erosion Control Planning and Design Manual' will be used to minimize impacts to the stream. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Specific attention will be paid to ensure grading is only performed to the extent needed for the proposed project and all grading not required will be avoided. Additional impacts to the jurisdictional stream will be avoided through the use of appropriate sediment and erosion control devices. 2.
