Dear Sir:
Please accept this letter as follow-up to my notification of an incidental spill from the IGM Resins storm
water detention pond of an estimated 10-15 gallons of oil contaminated water (oil sheen) on December
23, 2013. 1 became aware of the incident on December 26, 2013 and reported to the NCDENR office at
1:35 P.M. that day at 919-807-6300 as specified in our permit. While no one was present to answer the
phone call, I was able to leave a message of the incident with both my office and cell phone numbers with
a commitment to submit this follow-up report this week.
The incident was caused by excessive rain water that over came the capacity of the waste water treatment
plant equalization tank and caused it to overflow to the adjacent detention pond. The storm water release
valve from the detention pond was closed as soon as the situation was fully realized minimizing the
release from the detention pond. Adjustments to the flow through the waste water treatment system were
made to accommodate the rainfall and prevent any additional discharge of storm water from this outfall.
A remediation firm was contacted and visited the site and stated they could begin remediation of the
detention pond (removal of oil contaminated material) the following day provided we could get it pumped
down. This was accomplished and the contractor removed 95+% of any contaminated material while
maintaining the closure of the possibility of any release to the storm water outfall. Work is still in
progress as rainfall continues to hamper the remediation and subsequent restoration of this detention
pond.
