Thanks Nikki. I just sent an email to Gary Jordan (USFWS) to see if he would concur with No Effect. If so, great, I'll verify
the use of the NWP. If not, I send an email requesting more info and placing our review on hold until the survey is
complete and results are submitted.

Hey Dave!
This is just a quick aside on the above project I just sent you. The Small Whorled Pogonia survey was supposed to be
done this spring (2015). However, with the upheaval at DOT and positions getting "riffed", it slipped through the cracks
and wasn't done. It is scheduled to be done THIS coming spring.
I told them that I would send in the application, however, I was pretty certain that you couldn't make a decision on the
project until the T&E was resolved. If this is the case, will you be able to just hang on to the application until the survey

gets done? DOT recognizes that even if you WERE able to issue some form of conditional approval, they wouldn't be
able to start construction until the T&E survey was concluded.
That's all - just a heads up. Didn't want you to think I was losing my mind.
If I don't talk to you before the EOB tomorrow - MERRY CHRISTMAS TO YOUR FAMILY!!!! I hope you all have a truly
happy, safe holiday! I'll be back on Jan. 5th!
