Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The project site is mostly forested with the only cleared areas being existing utility easements. Land use in the surrounding project vicinity consists primarily of residential and commercial development. The Salisbury Cemetery is located to the east. a 4b. Explain the purpose of the proposed project: The original Salisbury National Cemetery has reached its capacity for burials. The VA established the 40-acre Salisbury National Cemetery Annex (SNCA) on land adjacent to the WG Hefner VA Medical Center in 1999. The VA estimates adequate space remains for burials at the SNCA for the next 10 to 15 years; however, additional land would be needed in the future. The VA is planning an expansion of the SNCA. The VA has acquired approximately 30 acres of land adjacent to the SNCA, via donation from the Rowan County YMCA in 2018. The purpose of the project is to provide a national cemetery of sufficient size and capacity to serve the projected needs of veterans in the Salisbury, North Carolina area. A larger, expanded SNCA is needed to continue to serve the needs of veterans and their families in North Carolina. The SNCA is the only national cemetery in North Carolina that is open for new interments. The project would provide the VA additional capacity needed to meet its burial objectives for eligible veterans in North Carolina. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:' The forested property will be developed for future use as a cemetery. This will involve grading the site in preparation for future internment including installation of precast concrete crypts and a columbarium. The project will also involve the construction of 3 buildings including a restroom facility, vehicle and material storage building, and committal shelter pavilion. A road will also be constructed on the property. It will involve crossing of a stream and the installation of a 48' long 17' x 6' 8" arch box culvert. Standard building equipment will be used for construction such as pans, roller compactors, paving equipment, excavators, dump trucks, bulldozers, and cranes. 5. Jurisdictional Determinations 5a. Stream impacts were limited to one necessary crossing. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: BMP's for construction as well as North Carolina standard erosion control measures will be strictly enforced throughout project construction. The construction sequence (see attached plans) has been designed to construct the project in the dry, with implementation of BMP's including temporary channel diversions, pump-arounds and impervious dikes. 2.
