PROJECT SUMMARY: The joint applicants propose to remove an existing section of stormwater pipe and an existing area of concrete debris currently located below NHW and within the Coastal Wetland AEC. The applicants also propose to remove the existing stormwater pipe from the uplands within the 75' Area of Environmental Concern (AEC) and the 30' Coastal Shoreline Buffer. The applicants propose abandonment and fill of the remaining 37' of the existing stormwater pipe that is located under the existing home and within the 75' AEC. The applicants then propose replacement of an existing drop inlet and the installation of a new stormwater pipe with riprap energy dissipater within the existing 15' drainage easement. The applicants then propose to construct a new bulkhead a maximum of 2' waterward of the existing wooden bulkhead. 9. NARRATIVE DESCRIPTION: The project site is located at 234 Seacrest Drive and at an existing adjacent Town drainage easement within the parcel boundary, in Wrightsville Beach, adjacent to Motts Channel, New Hanover County. According to the application, the parcel located at 234 Seacrest Drive is approximately 6,847 sq. ft. (0.16 acres), this includes an existing drainage easement. Including the drainage easement? The lot has a single-family residence and a private docking facility. The adjacent riparian parcel to the north has multi -family residences with two private docking facilities, a concrete breakwater that extends partially in front of 234 Seacrest, and a shoreline stabilized by a bulkhead. The adjacent riparian parcel to the south has a single-family home, private docking facility, and a shoreline stabilized by a bulkhead. The project site has approximately 131' of shoreline frontage, that is currently stabilized by a wooden bulkhead that is located approximately at Normal High Water (NHW). Located waterward of the existing bulkhead, there is an area of Coastal Wetlands that extends along the entire bulkhead. The Coastal Wetlands consist primarily of Smooth Cordgrass (Spartina alterniflora) and vary from approximately 5 — 15' in width. There is also an existing 15' drainage easement that is located within the northern portion of the parcel at 234 Seacrest Drive. This 15' drainage easement has been owned by the Town of Wrightsville Beach since April 24, 1972. The Town holds all rights to maintenance of the easement including the right to enter and go on, for the purposes of maintenance, and the right to perform all work necessary in connection with maintenance of said easement. The Leonards currently maintain a private docking facility with a fixed pier, measuring approximately 6' wide x 47' long. Adjacent to the end of the fixed pier, there is an existing boat lift located on the east side. The existing boat lift measures approximately 13' long x 13' wide. The end of the fixed pier has an access ramp, measuring approximately 13' long x 3' wide, that extends to a waterward floating dock. The floating dock is oriented perpendicular to the shoreline and approximately 6' of the access ramp extends over the floating dock. The floating dock measures approximately 16' long x 6' wide. Adjacent to the west side of the floating dock there is an existing floating jet ski platform. The jet ski platform measures approximately 9' long x 6' wide. The existing boat lift was previously authorized under State Permit No. 61-03 that was issued to Mark Stansfield on May 1, 2003. DCM was unable to find any other permitting history for the existing docking facility, however, according to aerial Field Investigation Report: Whitney and Neil Leonard DCM Major Permit Page 13 photography, it appears the facility was constructed sometime prior to 2002. There is an existing concrete breakwater that is located partially within the Leonards' riparian corridor. The concrete breakwater originates within the riparian corridor of Windswept Villas Homeowners Association that is located north of the subject parcel. DCM was able to locate a CAMA General Permit from January 22, 1999 that authorized the repair/replacement of an existing bulkhead that included repair/replacement of the concrete breakwater. The Town of Wrightsville Beach Land Use Plan classifies the adjacent waters as Conservation, and the adjacent high ground portion of the project area as Residential. The adjacent waters of Motts Channel in the project area are classified as SB by the Division of Water Resources and this area is NOT designated as Primary Nursery Area (PNA) by the N.C. Marine Fisheries. They are CLOSED to the harvest of shellfish. 10. PROJECT DESCRIPTION: The joint applicants propose to remove an existing section of stormwater pipe and an existing area of concrete debris currently located below NHW and within the Coastal Wetland AEC. The applicants also propose to remove the existing stormwater pipe from the uplands within the 75' Area of Environmental Concern (AEC) and the 30' Coastal Shoreline Buffer. The applicants propose abandonment and fill of the remaining 37' of the existing stormwater pipe that is located under the existing home and within the 75' AEC. The applicants then propose replacement of an existing drop inlet and the installation of a new stormwater pipe with riprap energy dissipater within the existing 15' drainage easement. The applicants then propose to construct a new bulkhead a maximum of 2' waterward of the existing wooden bulkhead. The applicants state that approximately 130 sq.ft. of existing debris and pipe would be removed by use of an excavator from the Coastal Wetlands, however, there will be no additional excavation of the Coastal Wetlands as a result of this activity. The removed debris and pipe would be disposed of off -site (see Sheet 2 of 3 and "Narrative_ Purpose and Need"). The applicants propose to remove approximately 40' of the existing stormwater pipe from the upland area. A total of approximately 50.5 sq.ft. of the proposed pipe removal in the uplands would occur within the 75' Area of Environmental Concern (AEC). Approximately 13.5 sq.ft. of the proposed pipe removal would occur within the 30' Coastal Shoreline Buffer (see Sheet 2 of 3). The applicants propose to abandon and fill the remaining 37' of the existing 18" stormwater pipe located in the uplands and relocate it within the defined Drainage Easement area within the 75' AEC. This section of the existing stormwater pipe runs under the existing single-family home (see Sheet 2 of 3). The applicants propose to replace an existing drop inlet adjacent to Seacrest Drive and install a new concrete stormwater pipe, with Tideflex check valve, within the existing 15' drainage easement that is currently owned by The Town. The proposed drop inlet would be installed in the same existing footprint adjacent to Seacrest Drive, which is located within the 75' AEC. The proposed stormwater pipe would then connect to this drop inlet (see Sheet 2 of 3). The proposed stormwater pipe would measure approximately 24" in diameter and approximately 77 linear ft. and would be located within the existing 15' drainage easement (see Sheet 2 of 3 and "Engineer 11-17-23"). The proposed impacts within the 75' AEC from the new drop inlet and Field Investigation Report: Whitney and Neil Leonard DCM Major Permit Page 14 stormwater pipe would be approximately 164 sq.ft. Approximately 70 sq.ft. of impacts from the proposed stormwater pipe would be located within the 30' Coastal Shoreline Buffer (see Sheets 2 and 3 of 3). The applicants then propose to construct a riprap energy dissipater at the end of the proposed stormwater pipe with the Tideflex check valve. The riprap footprint would measure approximately 5' wide x 8' long, would be placed below NHW. The total permanent impacts would be approximately 38 sq.ft. of Coastal Wetland fill located directly waterward of the newly proposed bulkhead. The applicant states that the purpose and need for the new stormwater pipe is for management of upland stormwater flow. The riprap energy dissipater would help to slow the flow of the stormwater discharge into the Coastal Wetlands on -site. The applicants then propose to construct a new bulkhead a maximum of 2' waterward of the existing wooden bulkhead, resulting in the filling of approximately 249 sq.ft. of Coastal Wetlands, mainly consisting of Smooth Cordgrass (Spartina alterniflora). The new located would be located on the parcel currently owned by the Leonards and on the 15' drainage easement owned by The Town. The applicants propose to construct approximately 130' of bulkhead, with wingwalls, directly waterward of the current bulkhead alignment, stepping out a maximum of 2' below NHW as measured from the existing face of the timber bulkhead to the waterward face of the proposed new bulkhead. The north end of the proposed bulkhead would have an approximately 3' long wingwall and the south end would have an approximately 2' long wingwall (see Sheets 2 and 3 of 3). The application materials state that the new bulkhead is needed for the purpose of stabilizing the existing uplands (see "Narrative_ Purpose and Need"). During the site visit with the agent and the Leonards on December 13, 2023, DCM staff noted that areas behind the existing bulkhead are losing sediment and the wood at the waterline is deteriorating. The existing failing bulkhead is located close to the residential single-family home on the property and could have the potential to compromise the structure if it were to fail. The applicants propose to replace an existing drop inlet adjacent to Seacrest Drive and install a new concrete stormwater pipe, with Tideflex check valve, within the existing 15' drainage easement that is currently owned by Applicant Two. The proposed drop inlet would be installed in the same existing footprint adjacent to Seacrest Drive, which is located within the 75' AEC. The proposed stormwater pipe would then connect to this drop inlet (see Sheet 2 of 3). The proposed stormwater pipe would measure approximately 24" in diameter and approximately 77 linear ft. and would be located within the existing 15' drainage easement (see Sheet 2 of 3 and "Engineer 11-17-23"). ANTICIPATED IMPACTS: The applicants are proposing the removal of an existing section of stormwater pipe and concrete debris below NHW and within the Coastal Wetlands, which would benefit approximately 38 sq.ft. of Coastal Wetlands. The applicants are also proposing the removal of existing stormwater pipe within the upland area of the parcel, which would impact approximately 13.5 sq.ft. of high ground within the 30' Coastal Shoreline Bufferand approximately 50.5 total sq.ft. of high ground within the 75' AEC. The applicants also propose the filling of approximately 55.5 sq.ft. of high ground within the 75' AEC for the abandoned stormwater pipe section underneath the single- family dwelling. The proposed drop inlet and new relocated concrete stormwater pipe, within the upland area of the parcel, would impact approximately 164 sq.ft. total high ground within the 75' AEC. Approximately 70 sq.ft. of high ground within the 30' Coastal Shoreline Buffer would be impacted. The proposed Tideflex check valve and riprap energy dissipater, would permanently impact approximately 38 sq.ft. of Estuarine Waters/Public Trust Area and Coastal Wetlands consisting primarily of Smooth Cord Grass (Spartina alterniflora). The proposed 103' bulkhead, with wingwalls, would be constructed a maximum of 2' waterward of the existing bulkhead. The proposed new alignment would permanently fill approximately 249 sq.ft. of Estuarine Waters/Public Trust Area and Coastal Wetlands consisting primarily of Smooth C ord Grass (Spartina alterniflora). The proposed bulkhead will measure 1' wide x 130' long with wingwalls and create a 249 square foot vacant area to be backfilled with sand from a sand mine or other upland source. The project is located on Motts Channel at 234 Seacrest Drive and the adjacent northeast drainage easement in Wrightsville Beach, New Hanover County. There is an existing single-family residence with a bulkhead, fixed pier, floating dock, and boat lift located at 234 Seacrest. The properties are vegetated with native shrubs and grasses. Coastal Wetlands and outer edge of marsh were approved by DCM staff on February 20, 2024. The shoreline at approximate normal high water is 125'. The existing width of the waterbody is approximately 105' and provides access to Motts Channel. Waters in the project area are classified as SB and are not open to shellfishing for market purposes. The area is not classified as PNA. 6.1.2 Proposed Action The applicant proposes bulkhead construction with sand backfill, removal of existing pipe and rubble / debris, and installation of an additional stormwater drainage pipe with dissipater. The proposed bulkhead will measure 1' wide x 130' long with wingwalls and create a 249 square foot vacant area to be backfilled with sand from a sand mine or other upland source. The bulkhead will be constructed of wood, concrete, or naval style vinyl sheet pile depending on contractor recommendations. 249 Square feet of Coastal Wetlands will be impacted because of the replacement bulkhead. There are approximately 130 square feet of existing rubble and pipe to be removed from coastal wetlands. The removed pipe and rubble will be stored on an onsite upland area outside of the 30' CAMA buffer in a mobile garbage bin or other sediment and erosion control container as determined by the contractor and will be disposed. Removal of the existing pipe and rubble will be conducted with an excavator; however, no actual coastal wetland excavation will take place. There are no wetland impacts proposed within the 30' CAMA buffer or 75' AEC. Two portions of the existing pipe totaling 40' will be removed from uplands. Approximately 13.5 square feet of existing pipe removal impacts will take place within the 30' CAMA buffer. Approximately 50.5 square feet of existing pipe removal impacts will take place within the 75' AEC. A 37' upland section of the existing pipe will be abandoned and filled. Also proposed is the replacement of an existing drop inlet adjacent to Seacrest Drive. The replacement pipe will be constructed of high pressure concrete and measure 24" in diameter x 77' long with check valve and empty to a rip rap energy dissipater. Approximately 70 square feet of pipe installation impacts will take place within the 30' CAMA buffer. Approximately 164 square feet of pipe and drop inlet installation impacts will take place within the 75' AEC. The energy dissipater will impact 38 square feet of coastal wetlands. See Attachments for details. There are no other development activities proposed. Purpose and Need The purpose of the project is to replace the existing bulkhead, remove pipe and rubble / debris from coastal wetland, remove existing failing pipe, replace an existing drop inlet, and install new concrete pipe with energy dissipater. Existing Land Uses: Single family home Existing Wastewater Treatment/Disposal: Municipal Solid Waste/Fish Offal/Trash Disposal: Municipal Use and Daily Operations of the Project When Complete Proposed Development Purpose: The applicant proposes bulkhead construction with sand backfill, removal of existing pipe and rubble / debris, and installation of an additional stormwater drainage pipe with dissipater. The proposed bulkhead will measure 1' wide x 130' long with wingwalls and create a 249 square foot vacant area to be backfilled with sand from a sand mine or other upland source. 249 Square feet of Coastal Wetlands will be impacted. There are approximately 130 square feet of rubble and pipe to be removed from coastal wetlands. An upland portion of the existing pipe to be removed will be abandoned and filled.
