Salvo R.O. WTP Dare County Dear Mr. Brown: Division of Water Quality (Division) personnel have reviewed and approved your application for renewal of the subject permit. Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). In consideration of your comments, the following changes have been made: • The limit for cyanide has been eliminated and the monitoring has been reduced to quarterly. In reviewing the data, all samples were below detection level, elimitiating the need for a limit. • The limit for chromium has been eliminated and the monitoring has been reduced to quarterly. Incorrect criteria were applied during the reasonable potential analysis. The new analysis does not indicate reasonable potential to exceed water quality criteria. • The footnote and monitoring requirement for total residual chlorine has been eliminated in consideration of the fact that Dare County does not chlorinate above the reverse osmosis unit. • In consideration of the physical constraints for upstream sampling, that point has been moved to 27 feet north of the outfall pipe. Should you wish to suggest an east -west configuration for instream sampling, please do so. The selenium limit and monitoring must remain in the permit as a daily maximum. This is per a stipulation from EPA Region Iv, which reviews and approves all of North Carolina's NPDES permits. Implementation of monthly average limits will be considered once Dare County has completed dilution modeling for the Rodanthe, Waves. Salvo R.O. WTP discharge. It is very strongly recommended that you perform this modeling, as the Division is considering requiring it of all tidal WTP discharges. If you have any questions about the manner in which metals criteria are derived, please contact Connie Brower at (919) 733-5083 ext. 572. In addition, the water treatment plant report that you requested is enclosed along with your new permit. It contains updated permitting strategies for discharges from membrane and ion exchange water treatment facilities. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. ACUTE TOXICITY PERMIT LINUT (QUARTERLY) The Permittee shall conduct acute toxicity tests on a auarterty basis using protocols defined in the North Carolina Procedure Document entitled "Pass/Fail Methodology For Determining Acute Toxicity In A Single Effluent Concentration" (Revised -July, 1992 or subsequent versions). The monitoring shall be performed as a Mysidopsis bahia 24 hour static test. The effluent concentration defined as treatment two in the procedure document will be 90%. Effluent samples for self -monitoring purposes must be obtained during representative effluent discharge below all waste treatment. The tests will be performed during the months of January, April, July and October. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGE3E. Additionally, DWQ Form AT-2 (original) is to be sent to the following address: Attention: Environmental Sciences Branch North Carolina Division of Water Quality 1621 Mail Service Center Raleigh, N.C. 27699-1621 Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name, permit number, pipe number, county, and the month/year of the report with the notation of "No Flow" in the comment area of the form. The report shall be submitted to the Environmental Sciences Branch at the address cited above. Should the Permittee fail to monitor during a month in which toxicity monitoring is required, then monthly monitoring will begin immediately until such time that a valid test is submitted. Upon submission of a valid test, this monthly test requirement will revert to quarterly in the months specified above. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re- opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival and appropriate environmental controls, shall constitute an invalid test and will require immediate follow-up testing to be completed no later than the last day of the month following the month of the initial monitoring. In that meeting the following issues were raised: • Dare County has not received a copy of the RO effluent study cited in recent correspondence with DWQ. We made our initial request for a copy in our letter dated January 21, 2003. • The RWS RO does not use chlorine in any phase of the raw or concentrate f stream. Therefore we request that total residual chlorine level of 17ug/I not be �,r written into the monitoring requirements. (for clarity) • The effluent limits established for the metals Chromium, Cyanide, & Selenium are below or right at the low limit detection levels of laboratories in North 'j Carolina. For example, our laboratory services vendor has a low limit detection level of 10 ug/l for Chromium with a + or —10% accuracy. The turn around time `fir' 'ia1" ` for analytical results :s yt' 35-40 days at best. Therefore we would like to request that the limits for metals be assigned to a monthly average. • Dare County would like you to clarify why the limits for metals are established below what current laboratory technology (in North Carolina) can detect with reasonable accuracy and expediency. • Given physical constraints of the discharge location we feel that the requirement for upstream and downstream sites specified as being 50 feet away are not achievable. This requirement needs to be redefined. Please see attached maps. Also attached is a summary of metals analysis from the RWS system. Please note that the levels detected are at or near the low limit of available technology. We feel that the margin of error weighs disproportionately against Dare County. The plant discharges reject water from a reverse osmosis water treatment plant serving the communities of Rodanthe, Waves and Salvo, all on Hatteras Island. The WTP produces 1.0 MGD of potable water by treating groundwater from two wells on the Yorktown Aquifer. The only chemicals added during the water treatment process (and thus expected to be in the reject water) are a scale inhibitor and sulfuric acid. From concentration of the source water, the discharge contains detectable levels of barium, boron, calcium, iron, magnesium, potassium, sodium, tin, ammonia nitrogen, bromide, chloride, sulfate and fluoride. The permit was last issued on December 22, 2000 and expired March 31, 2003. The Permittee applied for renewal of the NPDES permit by submitting Standard Form C-RO on October 7, 2002. Instream Monitoring and Verification of Existing Conditions and DMR Data Review This facility discharges to Blackman Gut (classified SA-HQW), located within sub -basin 03-01- 55 of the Pasquotank River Basin. In the May 2002 Pasquotank Basinwide Water Quality Plan, most of the waters in this subbasin were rated as fully supporting their designated uses. Blackman Gut is considered a primary shellfishing (for market purposes) area with water quality higher than North Carolina's standards for such waters (High Quality Waters (HQW)). The facility is not required to monitor instream water quality, so no instream data were reviewed. Effluent data from February 2001 (the first full effective month of the permit) through February 2003 were compiled from Discharge Monitoring Reports (DMRs) for conventional parameters, metals and toxicants. Flow, conductivity, salinity, total suspended solids (TSS), settleable solids and turbidity values are presented in Table 1 below. The remaining monitored parameters were analyzed using a reasonable potential analysis. This analysis is presented in a later section of this fact sheet. It is difficult to assess the conductivity and salinity values with no knowledge of the instream values. TSS, settleable solids and turbidity were extremely low and most of the data points were below detection level. Flow was well within the permit limit of 0.3 MGD. Correspondence The Washington Regional Office (WaRO) conducted one site visit to this facility in February 2001. The facility received a compliant rating at that time. The Aquatic Toxicology Unit (ATU) conducted a toxicity test in March 2002 that resulted in an LC50 of 76.8%, which is less than the 90% acute limit in most permits. Waste Load Allocation (WLA) The permit was last issued in December 2000. The permit contains limits for flow, TSS, settleable solids, pH, turbidity, arsenic, cadmium, cyanide, lead, mercury, nickel, and selenium. Due to the tidal nature of the receiving waterbody, no Instream Waste Concentration (IWC) can be established for this discharge without proper modeling. Limits for toxicants were therefore implemented as acute limits at I/2 the water quality standard (since Blackmar Gut is classified HQW). The facility is also required to monitor for conductivity, chloride, chromium, copper, salinity, silver, zinc, fluoride, iron, and acute toxicity. Reasonable Potential Analysis (RPA) The Division conducted EPA -recommended analyses to determine the reasonable potential for toxicants to be discharged by this facility, based on DMR data from February 2001 through February 2003. Calculations included: arsenic, cadmium, chloride, chromium, copper, cyanide, lead, mercury, nickel, selenium, silver, zinc, fluoride and iron. Results suggest no reasonable potential for the facility to discharge arsenic, cadmium, chloride, fluoride, iron, lead, mercury, silver and nickel. These parameters will be monitored on a quarterly basis. Chromium, copper, cyanide, selenium and zinc all showed reasonable potential to exceed water quality standards. Copper and zinc will be monitored but not limited, as they are action level parameters. As per North Carolina's current action level policy, copper and zinc should only be limited if a facility shows recurrent toxicity problems that can be linked to copper and zinc. Chromium, cyanide and selenium will all be limited at the standard. Monitoring for copper and zinc will be monthly, while monitoring for chromium, cyanide and selenium will be twice per month. Water Treatment Plant Permitting Strategy As per the findings of the interagency Water Treatment Plant Workgroup (as summarized in Assessment and Recommendations for Water Treatment Plant Permitting), the following will also be incorporated into the draft permit: . The intent of these monitoring requirements will now be met with monthly total dissolved solids monitoring. • Ammonia nitrogen, total nitrogen and total phosphorus monitoring — monthly • Instream monitoring for pH, dissolved oxygen, salinity, conductivity, and temperature- monthly • Total residual chlorine limit — with footnote indicating that this limit is only required if chlorine or a chlorine derivative is used in the treatment process Other Changes It is recommended that the total suspended solids monitoring be reduced to quarterly given that it was so rarely detected in the past two years. Moreover, this type of discharge is more likely to include high levels of dissolved solids, not suspended solids. At the next renewal, the permit writer may wish to consider elimination of the total suspended solids monitoring requirement. SUMMARY OF PROPOSED CHANGES In keeping with Division policies and the updated policy for permitting reverse osmosis water treatment plants, the following will be incorporated into the permit: • Addition of monthly temperature and dissolved oxygen monitoring • Elimination of settleable solids and turbidity monitoring • Addition of monthly total dissolved solids monitoring. • Addition of monthly ammonia nitrogen, total nitrogen and total phosphorus monitoring • Addition of monthly instream monitoring for pH, dissolved oxygen, salinity, conductivity, and temperature • Addition of total residual chlorine limit (with footnote) • Removal of limits for arsenic, cadmium, mercury, lead, and nickel (with monitoring reduced to quarterly). • Reduction of monitoring frequency for silver, fluoride and iron from monthly to quarterly. • Addition of limit for chromium, monitoring frequency increased to twice monthly. • Increase of monitoring frequency for cyanide and selenium to twice monthly. • Reduction of TSS monitoring to quarterly. New Weekly Average and Daily Maximum limits are derived from the latest NC/EPA policies considering'/2 FAVs and allowable concentrations based on reasonable potential. Requirements for flow, effluent pH, chloride, copper, zinc, salinity and toxicity will remain the same. If the facility can demonstrate (over a two year period) that the discharge is not significantly affecting temperature and dissolved oxygen in the receiving stream, the facility may petition the Division to reduce/eliminate either or both the temperature and dissolved oxygen monitoring requirements. 13 Although variability may occur both between plants and within a particular facility, the Workgroup felt that grab samples were adequate to characterize the effluent. After reviewing existing data, the consistency in the individual source water and treatment process over time suggests that grab samples are appropriate. Sample T jpe - Sodium Cycle Cationic Exchange Plants Over the course of the regeneration cycle, the effluent characteristics can experience significant variability. Composite samples should be collected for all parameters except flow, total residual chlorine, temperature, and pH. These parameters can only be measured properly using grab samples. An exception to the composite sampling requirement is provided by 15A NCAC 213.0505 (C), which states that facilities with design flows under 30,000 gallons per day may use grab samples to characterize their effluent. Monitoring Frequency In order to be consistent with the monitoring guidance employed for most other permits across the state, monitoring frequency will now be based on the flow divisions used to define facility class in the 15A NCAC 08C .0302 regulations. Requirements described in 15A NCAC 2B .0508 (d) for water supply plants and domestic wastewater plants were used as guidance. Table 4-4 describes the way in which the monitoring frequencies will be implemented for the parameters discussed above. After sufficient data have been collected (eight to 12 data points over a period of at least one year), the Permittee may petition for a reduction of monitoring. If the samples are all recorded below laboratory detection levels or at background concentrations compared with the receiving waters, then a reduction of monitoring may be granted. SUPPLEMENTAL DOCUMENTATION Rodanthe, Waves, Salvo Reverse Osmosis Process Description NPDES NCO083909 The RWS- RO is located in Rodanthe, NC and supplies potable water to the communities of Rodanthe, Waves and Salvo on Hatteras Island. The Reverse Osmosis process is capable of producing one million gallons per day and is supplied by two wells that tap the brackish waters of the mid Yorktown aquifer.
