Currently 002 and 003 are designated as outfalls, which implies end of pipe discharge points. However, theses sites are actually instream monitoring points testing for various parameters (i.e.: de-icing agents) after mixing with stormwater and stream water. Since they can be considered instream points, no toxicity tests will be required for 002,003, and 004. This change should be reflected in the Supplemental Page, the Map and on the respective Effluent Pages to the Permit. cc: Matt Matthews/Water Quality Lab DIVISION"OF WATER QtmUrrY October 18, 1996 MEMORANDUM TO: Dave Goodrich THROUGH: Matt Matthews f" M FROM: Kristie Robeson SUBJECT: Permit Modification Charlotte/Douglas International Airport NPDES Permit No. NCO083887 Mecklenburg County By cover letter dated August 29, 1996, the facility was issued NPDES Permit No. NCO083887 with an effective date of October 1, 1996, and expiration date of August 31, 2001. Upon review of the toxicity language contained in the permit, it was noted that the permit reflects toxicity testing to be conducted only on outfall 001. This office recommends modification of this permit to include toxicity testing to be conducted for outfalls 002, 003, and 004, The effluent limits pages of the permit indicate de-icing compounds as a possible component of these three wastestreams. As previously stated in our response to the draft permit for this facility, toxicity of de-icing compounds is well documented and we would strongly support toxicity monitoring at these outfalls. Our office contacted the Mooresville Regional Office on this issue and they concur with our recommendation. The toxicity language contained in Part II, Section C: Special Conditions, (3) that was applied for outfall 001 should also be used for outfalls 002, 003, and 004. Our office appreciates your assistance to undertake the necessary steps to modify the existing permit and incorporate the recommendations cited above.
