Per our conversation by phone enclosed are the documents that you requested from our facility to help W in your office make a determination if our facility is covered under a group stormwater discharge application —r with the Charlotte Douglas International Airport. In reviewing our files I found the enclosed request for information from the airport dated 16 May 94. This information was submitted to the airport on the 15th of June for inclusion into their permit application. 2. Again our question remains as to whether our facility is covered under their group permit, or do we need to submit an application for a separate permit for our facility. Ogden Environmental has just recently completed a Storm Water Prevention Plan for our facility. I have enclosed a letter that was distributed with this plan which addresses some concern over our permit status. 3. I know this is inconsistent with what we told RDU Airport Authority, BUT we issued that permit to co-permittees, so I think it's ok to include the national guard in Charlotte -Douglas' permit especially since the Charlotte permit is set up with a kind of "ambient monitoring" approach. Had a call from a fellow at the National Guard center out there wondering if they were covereed under CDIAs existing permit. It doesn't say who is covered specifically in CDIAs permit. My first feeling on this is that if they are discharging into a creek and the water flows by one of CDIAs sampling points then they are under CDIAs permit. What are you thoughts. It is our understanding tha the.Base is = covered b a storm water discharge permit. We are recommending that the Base or ent for NCG080000 to the North Carolina Division of Water Quality. Your other options are to become a co-permittee with, or tenant under the Charlotte -Douglas Airport permit, or submit an individual application. See Section 1.10.1 and Appendix B in the SWPPP document for more information. Coleman: On November 16, 1990, the U.S. Environmental Protection Agency (EPA) published a final rule regulating industrial storm water discharges at airports and other "industrial facilities". The rule requires industrial facilities to obtain permits for discharges of storm water. These discharges occur during runoff from significant rainstorms or snow melt. Thus, airports must obtain storm water discharge permits where aircraft and vehicle maintenance, fueling, painting and deicing operations occur. A Storm Water Pollution Prevention Plan (SWPPP) is a requirement of the Airport's NPDES permit for storm water discharges. As a multi -tenant facility, Charlotte/Douglas International Airport must insure that all activities conducted on the airport are in compliance with it's discharge permit. The first step in the permitting process is to determine what activities on the airport come into contact with storm water. Please complete the enclosed survey and return no later than Wednesday, June 15, 1994. Please provide a site map of your facility that identifies the location of activities that come into contact with storm water. The site map should show the general layout of the facility, including the property boundaries as well as footprints of all building/structures on site. It should also include the location of all storm water related structures such as drains (both inside and outside the buildings), catch basins, underground pipes, ditches/channels, diversion dikes/berm, and the general sub -basin boundaries and direction of flow within the area. 2. List all chemicals/solvents/cleaners/fuels currently stored at this location and within the past three (3) years. The location where these materials are used and stored should be shown on the site map. 3. From the above list, specify which items have the potential of exposure to precipitation (rain water); i.e. stored outside, unprotected. 4. From the items listed in #2, specify the ones that have the potential of traveling from floor drains to storm drains. r► -2- 5. Do you perform aircraft deicing at this facility? E S If so, please indicate the amount and location of deicing liquid stored at your facility and the number of gallons used within the past three (3) years.
