(DAA) is submitting two bound copies and a CD electronic version of the enclosed request for a NPDES permit renewal for existing permit number NC0083658. The renewal application is in reference to the groundwater remediation water treatment system (physical -chemical] at the former Heatcraft property located at 602 Sunnyvale Drive in Wilmington, New Hanover County. The environmental remediation is overseen by the NCDEQ Hazardous Waste Section (HWS) with EPA ID# 057 451 270. The following items are included with the renewal application: • NPDES Permit Application — As EPA Form 1, EPA Form 2C and EPA Form 2E; • Letter of delegation by DAA for CORR to act as an Authorized Representative tc prepare and submit the application; • A topographic map indicating the location of the property and the outfall location; • An Expanded Site Plan presenting prominent site features including the outfall 001 location along with longitude and latitude coordinates; • A Process Line Diagram Plan of the influent sources, treatment system and outfall with approximate flow rates; • Analytical testing laboratory reports for suspected influent characteristic(s); and • The most recent aquatic toxicity testing report for the required quarterly discharge effluent sampling conducted rn May 2021. Since the last permit renewal in 2016 there have been no changes to the overall corrective actions in reference to the existing NPDES permit. The number of groundwater recovery wells remains the same with eight (8) total wells providing various flow rate influent to the treatment system. Maximum total flow rate, as designed during initial construction in 1999, remains at 0.36 MGD. Typical monthly flow rates average between 0.08 and 0.15 MGD based on near term metered flow -through of the effluent discharge. S, Inc. Ms. Wren Thedford June 21, 2021 Page 2 The groundwater extracted from the water table and bedrock aquifers typically contains dissolved chlorinated solvents with trichloroethene (TCE) and 1,1,1 trichloroethane (1,1,1 TCA) as the primary impact constituents. Other volatile organic constituents are the related daughter products of these two solvents and include dichloroethane and vinyl chloride. Sampling conducted in late 2019, as required by the Department, included testing for 1,4 dioxane as a solvent stabilizer previously used at the facility. These data indicated the presence of this constituent in a range of 35 to 50 ug/L (ppb). These data were reported on the eDMR's at that time. Other influent includes minimal hydrocarbon liquids which are a mixture of mineral and motor oils with minor percentages of diesel fuel and kerosene type products in the matrix. The recovery operation uses air lift pumps which collect free phase liquids for transfer to a 500-gallon separation tank. The separation tank acts to skim the hydrocarbon liquids from the influent after settling for collection to DOT approved 55-gallon drum(s). The resultant hydrocarbon product is then properly disposed of at an offsite permitted hazardous waste disposal site. This equipment has been in place since the 2016 permit renewal. As required for the permit renewal application and with the hydrocarbon influent, effluent samples were collected for semi -volatile organic constituent analysis (typically referred to as Base/Neutral/Acid) using EPA Method 8270 by a North Carolina certified laboratory [SGS Laboratory, NC#573]. No semi -volatile or volatile constituents were indicated above the various laboratory Method Detection Limits (MDLs). Effluent is also tested on a monthly basis for the full VOC constituent analysis using SW846 Method 8260B. The June 2021 analytical testing report is appended to the renewal application.
