downstream uses: The receiving stream has been partially altered to act
as a small harbor for several commercial vessels which offload fish
catches, onload fuel and supplies, and perform routine boat repair and
maintenance. Additionally, there is a small boat launching ramp.

no flow limitation in its permit (NC0074047).

This facility to be modeled after the Reverse Osmosis WTP at Kill Devil Hills
currently on line and operated by Dare County. Discharge will consist of
brackish/brine water from a reverse osmosis water treatment plant.

PART IV - EVALUATION AND RECOMMENDATIONS
The above referenced application is for the discharge of brine/brackish backwash
from filters at a new reverse osmosis plant to be built to serve the communities of
Waves, Salvo, and Rodanthe. A timetable for construction is unknown at this time.
The actual plant consisting of"groundwater collection system, pH adjustment, pressure
filters, high pressure pumps, reverse osmosis filters, disinfection, and storage tanks
will be located on the east side of NC Highway 12 in Rodanthe. All brine discharge
will be piped under the road to Blackmar Gut. Based on discussion with Mr.
Crutchfield, it is unknown if this discharge will be gravity flow or pumped flow.
It is recommended that NPDES Permit NCO083909 be issued to this facility. This
issuance should coincide with the basin -wide permit cycle for the Pasquotank River
Basin.
