The Division issued NPDES permit number NCO083887 to the City of Charlotte, NC on July 25, 2002.
The Division has reviewed your request for permit modification at the subject facility. Specifically, you requested
that the location of Instream Station 004 be moved to a point further upstream. In accordance with your permit
modification request and our review, the Division is forwarding herewith a modification to the subject permit.
Enclosed please find the modified permit pages. These pages should be inserted into your permit and the
old ones discarded. This permit modification is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental
Protection Agency dated May 9, 1994 (or as subsequently amended).
Please take notice that this permit is not transferable. This permit does not affect the legal requirement to
obtain other permits which may be required by the Division of Water Quality or permits required by the Division of
Land Resources, Coastal Area Management Act or any other Federal or Local government permit that may be
required.

I. Sample locations: I- Instream background station, upstream of CDIA facility, just south of Walker Street.
2. Where possible, the grab sample shall be skimmed from the surface of a quiescent (calm water) zone.
3. Glycol shall be monitored annually during a discharge event at the time of de-icing/anti-icing, or during the
next separate discharge event following de-icing/anti-icing. NH3-N shall be monitored only if urea is used for
de-icing.
