In accordance with your application dated December 19, 1995. the Division is forwarding
the subject State-NPDES permit. This permit is issued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina
and the U. S. Environmental Protection Aget:cy dated December 6, 1953.
In a letter dated December 18, 1995. Ms. Jean Decker and Mr. Clancy O'Dowd requested
two (2) modifications to the existing permit. The first request was for an additional discharge
point, because another groundwater remediation system was being planned for the future. The
Division has agreed to include a second set of limits at the specified flow rate of 0.36 MGD.
However, please be aware that an Authorization to Construct permit must be obtained before
construction on the second system is allowed.
The second request was to reduce the chronic toxicity testing to semi-annually or
annually. The North Carolina Administrative Code 15A: 2B.0508 requires this test to be quarterly
for this type of discharge. In addition, the toxicity testing shall coincide with the chemical testing,
which is performed on a quarterly basis.
If any parts, measurement frequencies or sampling requirements contained in this permit
are unacceptable to you, you have the right to an adjudicatory hearing upon written request within
thirty (30) days following receipt of this letter. This request must be in the form of a written
petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the
Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 27611-
7447. Unless such demand is made, this decision shall be final and binding.
Please take notice that this permit is not transferable. Part II, E.4. addresses the
requirements to be followed in case of change in ownership or control of this discharge.

Spray Irrigation: Not sufficient space
Connection to Regional Sewer System: The City of Wilmington
has denied a request to connect to the sewer.
Subsurface: There is limited space and the consultant is
concerned that onsite disposal would spread the contaminant
plume.
PART IV - EVALUATION AND RECOMMENDATIONS
The company used solvents including TCE, TCA and Carbon
tetrachloride to degrease refrigeration coils which were
manufactured at the facility. Several spills occurred in the
past and contaminated soil was removed as an initial cleanup
activity. The factory is no longer in operation. Organic
constituents have been identified in the limestone aquifer as
well as the shallow aquifer. The existing remediation system
pumps and treats contaminated groundwater from two recovery
wells at an average rate of approximately 50 GPM. The rate
may increase as the constituent concentration decreases.
The system appears to function very well producing a very
clear effluent. The sediment filters which were initially
installed were found to not be needed and were removed.
Additional controls telemetry units have been installed to
improve operation and alert the operator of problems.
Automatic sensors shut the system down in case of failure and
call until someone responds. The system appears to be highly
efficient and well operated.
It is recommended that a permit be drafted and placed at
notice containing the same limits and monitoring requirements
as in the existing permit. If there are no significant
adverse comments, it is recommended that the permit be
reissued for a period of five years consistent with the
basinwide permitting strategy.
