REGAN Secremry LINDA CULPEPPER Interim Director December 22, 2017 Subject: Change -Page to Correct Error NPDES Permit NCO083551 Onslow Water and Sewer Authority Dixon Water Treatment Plant (WTP) Onslow County The Division of Water Resources (the Division) became aware of an error in your recently issued permit (effective January 1, 2018). A review of North Carolina Statute 15A NCAC 02B .0505(c)(3)(A) noted that instream monitoring should utilize grab samples while effluent samples should consist of composite samples. Accordingly, we hereby forward the modified permit pages to amend your permit changing sample type to grab for upstream and downstream monitoring for salinity and conductivity and have removed the compliance schedule, formerly footnote #3. Please insert these change pages into your existing permit and discard the old pages. We regret any inconvenience this causes your organization. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Resources or any other Federal, State, or Local governmental permits that may be required. The permittee shall submit discharge monitoring reports electronically using the Division's eDMR application system [see A. (4)]. 2. E = Effluent; U = Upstream at least 100 feet upstream from the outfall; D = Downstream at least 100 feet downstream from the outfall. 3. Limit and monitor only if the facility adds chlorine or chlorine derivatives to water that is eventually discharged. The Division shall consider all effluent TRC values reported below 50 µg/L to be in compliance with the permit. However, the Permittee shall continue to record and submit all values reported by a North Carolina certified laboratory (including field certified), even if these values fall below 50 µg/L. Page 1 of 2 s Permit NC0083551 4. Ammonia Nitrogen should be monitored if the Permittee uses chloramines (adds ammonia to chlorinated water) for secondary disinfection prior to backwashing. 5. Acute Toxicity 24-hr Pass/fail Monitoring: January, April, July, and October. Permittee shall use mysid shrimp as the test organism unless another organism of equal or greater sensitivity is deemed more appropriate based on the characteristics of the discharge and receiving stream. See Special condition A. (2) for details. All samples collected should be from a representative discharge event. There shall be no discharge of floating solids or visible foam in other than trace amounts. Page 2 of 2 FACT SHEET FOR EXPEDITED PERMIT RENEWALS This form must be completed by Permit Writers for all expedited permits which do not require full Fact Sheets. Expedited permits are generally simple 100% domestics (e.g., schools, mobile home parks, etc) that can be administratively renewed with minor changes, but can include facilities with more complex issues (Special Conditions, 303(d) listed water, toxicity testing, instream monitoring, compliance concerns). Yes see below Director's office received a complaint from permittee about composite sampling for instream monitoring after final permit was issued. Spoke with Jeff Poupart 12/20/17; Jeff instructed that instream monitoring should be grab samples and not composite samples per NC rules, and that composite sampling is only meant for effluent. Per 15A NCAC 02B .0505(c)(3)(A): Samples collected in receiving waters shall be grab samples. Salinity and conductivity sampling has been separated out to effluent and instream monitoring, and instream monitoring has been made grab samples. Associated footnote #3 giving 2 month compliance schedule has been removed as the footnote was added to allow permittee time to install composite samplers for instream monitoring.
