This change is subject to revision in the future if problems arise with this site. Enclosed please find the modified permit pages and map. These pages should be inserted into your permit and the old ones discarded. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency dated December 6, 1983, If any parts, measurement frequencies or sampling requirements contained in this permit modification are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150E of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such demand is made, this decision shall be final and binding. Please take notice that this permit is not transferable. Part II, EA. addresses the requirements to be followed in case of change in ownership or control of this discharge. This permit does not affect the legal requirement to obtain other permits which may be required by the Division of Environmental Management or permits required by the Division of Land Resources, Coastal Area Management Act or any other Federal or Local governmental permit that may be required. Directions to Site: The discharge point is located in the Dixon community south of Jacksonville at the N.C. Highway crossing of Stones Creek. 6. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. a. Volume of Wastewater to be permitted: 0.2 MGD (Ultimate Design Capacity). b. What is the current permitted flow limit? Proposed C. Connection to Regional Sewer System: Not available Subsurface: Not desirable due to potential impact on groundwater PART IV - EVALUATION AND RECOMIENDATIONS The County proposes to construct a water treatment system consisting of iron removal filters and a zeolite softening system with brine recharge for the treatment of groundwater. The receiving stream, which is classified Class SA, appears to be tidal and saline at the proposed point of discharge. The stream is also designated by the Division of Marine Fisheries as a Primary Nursery Area. The salinity of the stream at the proposed point of discharge is not supplied in the application package. Anticipated chloride concentration levels in the discharge are also not supplied. It is recommended that the applicant be requested to supply chloride concentration data for Stones Creek at the proposed point of discharge and at the mid point between the discharge point and the mouth of the stream at Stones Bay. It is further recommended that the applicant be requested to supply anticipated chloride concentration data for the discharge. Upon receipt of this data, it should be submitted to The Division of Marine Fisheries for their review and comments.
