Dear Mr. Randel:
Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between
North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently
amended).
Please note that this facility is discharging high amounts of total residual chlorine (TRC). The average TRC
concentration in the effluent should be below 28 µg/L (0.028 mg/L). This facility discharged concentrations
well above 28 µg/L during 2000 and 2001. Unless these concentrations are reduced, the Division may
reopen this permit to include a chlorine limit
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable
to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following
receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of
the North Carolina General Statutes, and fled with the Office of Administrative Hearings (6714 Mail Service
Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and
binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements
to obtain other permits which may be required by the Division of Water Quality or permits required by the
Division of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental
permit that may be required.

standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended,

6661 US Highway 17
south of Dixon
Onslow County
to receiving waters designated as an unnamed tributary to Stones Creek in the
White Oak River Basin
in accordance with effluent limitations, monitoring requirements, and other
conditions set forth in Parts I, II, III and IV hereof.
This permit shall become effective September 1, 2002.
This permit and authorization to discharge shall expire at midnight on June 30, 2007.

The facility is located south of Dixon at the Dixon WTP at 6661 US Highway 17 in

1. The discharge shall not cause the turbidity of the receiving water to exceed 25 NTU. If
the turbidity exceeds these levels due to natural background conditions, the discharge
level cannot cause any increase in the turbidity in the receiving stream.
2. The pH shall not be less than 6.8 standard units nor greater than 8.5 standard units.

Hi Christie,
Sorry you didn't receive my comments. My files indicate I commented on these back
in April, so they somehow must have ended up in the black hole between here and
Raleigh. Shellfish Sanitation had no comments on either of the permits provided
the facilities are operated and maintained properly. Thanks! Gina

On the basis of thorough staff review and application of NC General Statute 143.21. Public law 92-500 and
other lawful standards and regulations, the North Carolina Environmental Management Commission
proposes to issue a National Pollutant Discharge Elimination System (NPDES) wastewater discharge permit
to the person(s) listed below effective 45 days farm the publish date of this notice.
NPDES Permit Number NCO023230, Town of Richlands (W WTP), P.O. Box 245, Richlands, NC 28574
has applied for a permit renewal for a facility located in Onslow County discharging treated wastewater into
Squires Run in the White Oak River Basin. Currently ammonia nitrogen, ROD, total residual chlorine and
total phosphorus are water quality limited. This discharge may affect future allocations in this portion of the
receiving stream.

Jacksonville, NC 28540 has applied for a permit renewal for a facility located in Onslow County discharging

untreated wastewater into Queen Creek in the WHITE OAK River Basin. Currently settleable solids are water
quality limited. This discharge may affect future allocations in this portion of the receiving stream.

28539 has applied for a permit renewal for a facility located in Onslow County discharging treat wastewater

allocations in this portion of the receiving stream.
NPDFS Permit Number NCO062359, Horse Creek Farms Utilities Company, P.O. Box 14046, New Bent,
NC 28560 has applied for a permit renewal for a facility located in Onslow County discharging treated
wastewater into an unnamed tributary to Little Northeast Creek in the White Oak River Basin. Currently
ROD, ammonia, fecal coliform & total residual chlorine are water quality limited. This discharge may affect
future allocations in this portion of the receiving stream.
NPDES Permit Number NC0031577, Mercer Environmental Corporation - White Oak Estates W WTP,
1117 Gum Branch Road, Jacksonville, NC 28540 has applied for a permit renewal for a facility located in
Onslow County discharging treated wastewater into Northeast Creek in the White Oak River Basin.
Currently BOD, ammonia, fecal coliform & total phosphorus are water quality limited. This discharge may
affect future allocations in this portion of the receiving stream.
Written comments regarding the proposed permit will be accepted until 30 days after the publish date of this
notice. All comments received prior to that date am considered in the final determinations regarding the
proposed permit. The Director of the NC Division of Water Quality may decide to hold a public meeting for
the proposed permit should the Division receive a significant degree of public interest.
Copies of the draft permit and other supporting information on file used in determine conditions present in
the draft permit are available upon request and payment of the costs of reproduction. Mail comments and/or
requests for information to the NC Division of Water Quality at the above address or call Ms. Christie
