PROJECT DESCRIPTION: Sam Clary, on behalf of Pretasky Roach Properties, LLC, has requested that the attached application be processed under the Express Permit Review Program. The project site is located at 130 Short Street, adjacent to the Motts Channel and the AIWW, in Wrightsville Beach, New Hanover County. To get to the site, take Hwy 74 east from Wilmington toward Wrightsville Beach. Turn right after crossing the Wrightsville Beach draw bridge and Marine Max (subj ect property) will be located on the left hand side of the road, adjacent to Motts Channel Seafood and Atlantic Marine. The Marine Max facility currently operates as a commercial marina providing both sales and service. - _ _- -- --- e anne a~ aci ity is -comprised of -approximately 3.0 acres- acid is located in- a mixed residential/commercial area. The property ranges in elevation from 3'-5' above Normal High Water. A wooden bulkhead stabilizes the shoreline along the southern side of the property, adjacent to Mott's Channel. Several dock spines and finger piers extend from the high ground portion of the property out to, and within Mott's Channel. The Marine Max property is heavily developed with very little vegetation. Land grasses and ornamental landscaping represent what little vegetation there is on the site. There is a thin section of coastal wetlands locations (60' x 250') along the southern shoreline that consists primarily of Smooth Cordgrass (Spartina alterniflora), intermixed with Salt Grass (Distichlis spicata), Sea Lavender (Limoium carolinanum) and Salt Meadow Hay (Spartina patens). The Marine Max facility is processing this major permit, application for maintenance dredging, due to an oversight, which ultimately lead to expiration of the maintenance permit. CAMA Major/Dredge and Fill Permit #215-89 was originally issued to Pretasky Roach Properties, LLC on 9/23/97. Since the expiration of the CAMA Major permit, the applicant has been performing maintenance dredging, through bucket and barge type operations, under CAMA General Permits. The previous permits have conditionally approved dredging activities to the area located within the confines of the marina basin. The originally proposed dredging activities remain the same, however the dredge method and disposal location has changed. The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of the Mott's Channel, which are included in the Wrightsville Recreational Area, are classified as SB# by the N.C. Division of Water Quality. They are NOT designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant is proposing to perform maintenance dredging (hydraulic) within the existing marina basin. The applicant is proposing to perform maintenance dredging within the existing marina basin to a depth greater that originally permitted. According to the application and site drawings, approximately 4,000 to 6,000 cu. yds. of material would be excavated using a hydraulic dredge. The boat basin (250' x 250') would be dredged from the existing depths (averaging -4.Y Mean Low Water (MLW)) to -6.0' to - 8.0'MLW. The dredged footprint contours would average -6.0' MLW along the outer limits and taper off to the depth of the adjoining channel (approximately -8.0' MLW). The proposed dredging activities would remain within the same footprint as originally permitted, however as previously mentioned, the entire marina basin would be deepened from the originally permitted -6.0' contour to -8.0' contour (relative to MLW). According to the application package, the proposed dredging activities would be located a minimum of 10' from any areas of Coastal Wetlands. .~ ~~ Pretasky Roach Properties, LLC Page Three Spoil material generated from the dredging activities would be hydraulically dredged to a privately owned, but Federally designated borrow island located along the AIWW (COE island #249), approximately 2,500 feet from the subject property. The disposal island (500' x 590') has been historically used for hydraulic dredging operations by several facilities located in the same general area as Marine Max. The island is surrounded by Coastal Wetlands and the applicant indicates that mats would be utilized in order to transport equipment to and from the island. The applicant states that the island would be graded and new dike walls would be constructed within the confines of the existing dike walls. The dike walls would be constructed at a 3:1 slope and a new spill box and outlet pipe would be constructed on the western side of the island. The terminal end of the discharge pipe would terminate approximately 50' below NLW. 10. ANTICIPATED IMPACTS: The proposed maintenance dredging would impact approximately 62,500 sq. ft. of previ~uslydredgod shallow bottom area; deep~nirig the basin and access canal Lo =8.0 MLW:--As propose; it appears that the dredging and disposal activities would not impact Coastal Wetlands, Primary Nursery Areas (PNA), Submerged Aquatic Vegetation (SAV) or open shellfishing waters. Increases in turbidity should be expected during the dredging period however, no long term or adverse impacts are anticipated. Marine Max Project Narrative Marine Max and Pretasky Roach Properties LLC., operate a marina with boat sales and service at 130 Short Street. The depth of the water in the marina has become to shallow for the boats to move at will. To correct this problem we have contracted with Specialty Dredge to dig the marina to an acceptable working depth. We want to dredge the interior of the marina to six feet and the outer portion to eight feet. This project should start in December and take approximately one month to complete. We have contracted to hydraulically, pump the spoil to AAIW 0249 which is owned by Shore Acres Company. Maintenance dredging has taken place many times in the past with a general permit. A major CAMA permit will allow us to completely dredge the marina in an attempt to stretch the time line between projects.
