Pictures were taken of site and documents during inspection. The previous manager didn't leave the files where Mr. Callahan, the new management, could find them last year. So, it has been about a year since last inspection and Mr. Callahan has all the required documentation and lab work as stated in the boiler blowdown part of this permit. Please continue to do this for any future inspections that may be required. The boiler operations are pretty much the same as stated in the 2015 inspection. The facility has a boiler which blows down about once every 24 hours. An oxygen scavenger, a polymer, and a streamline agent are still used in the boiler water. MSDS were available on site. Had a copy of the new permit and COC which expires July 31, 2020. June 9, 2015 first lab results with new management. Boiler blowdown water is pH adjusted with Sulfuric acid and is recirculated in a tank to allow for cooling and proper pH adjustment. They have a pH probe for process control on the addition of Sulfuric acid. Monitoring requirement in Part 1 of the permit are done by EnviroChem Laboratories, and a copy of their 2015 Lab Certification was available in files. COD, pH, and temperature. Residual Chlorine <20 ug/l on 9/18/16. The water is allowed to cool in the tank while its pH adjusted, then it is discharged into a drain which has an oil/water separator at the end and a valve, which allows water to cool again for discharging. About 1000 gallons a day estimated flow. Logs available for discharging, which include date, time stop/start, initials of discharge operator, and pH at the time. Trough or drain from adjustment tank to oil/water separator has been cleaned out as good as to be expected. An oil absorbing "Pom Porn", as they are called in the industry, is at the head of the oil/water separator to help catch any storm water runoff oil as well as to keep sediment from blocking the oil/water separator. There was no foam or oil sheen on water surface. Although the permit does not expire until July 31, 2015, due to our internal recordkeeping error, this application is late as it is being submitted after the required 180 day minimum for submission. I apologize for the lateness of the application. We moved our home office in February of 2013 and evidently did not update the NCDENR permit section. We never received the renewal notice which I'm sure was sent to our old address. Please update the system to the new address noted above or provide me with a log in pin and I will update the system. In addition, unfortunately the individual responsible for maintaining permit records, the onsite manager of the facility, passed away earlier this year, which also contributed to our missing the 180 day renewal submission. No excuses, we should have had all permit renewal dates posted for on time response, unfortunately this one was missed. Know that it has been entered into our system and that will not happen again. This permit is required due to the discharge water created by the boiler system we use to heat our products. Our Morehead City facility is a bulk asphalt terminal. We receive bulk shipments by barge of hot liquid asphalt which is stored and shipped by truck transport to end user asphalt and emulsion plants. At ambient temperature asphalt is a solid. It becomes liquid at elevated temperatures thus we use the boiler to heat the product to 280-300 degrees Fahrenheit to allow for storage and end use transfer. The boiler system is designed with heat tubes along transfer lines and within storage tanks. We obtain our water from the municipal supply provided by the Morehead City system, the same water supply going to all business and households. The system operates from March through October each calendar year. The boiler is in operation for 6 days each week during that period. After recycling the water used in the system several times, excess is released to a blow down tank for temperature and PH adjustment prior to release into the storm drain. The release each day from the holding tank is 1,000 gallons. The facility is not operated in the winter months so there is downtime starting in October going through February. The boiler is in operation for 6 days each week during our construction season. This is a renewal and system information should already be on file however question 4 on the renewal form requests information about chemistry added to the waste water and instructs the permitted facility to complete Biocide form 101 and submit it to the Aquatic Toxicology Unit. Know that a small amount of chemistry is added to the system water to maintain the boiler and if needed the system adds a small amount of acid back into the blowdown water if the ph needs to be adjusted before release. The boiler system sensors processes and maintain the water through an internal control panel. I have included a copy of the boiler system and additives along with the latest release water test for your review. I have attached a Biocide 101 form which details the additives to the steam water system, a portion of which eventually go to the release water from the blow down tank. A number of the calculations could not be completed given the release water system is the Morehead City ship channel, a tidal basin. Once per 24 hours the boiler moves 1,000 gallons of water to the holding tank. It is held until temperature and ph are correct before release. Regardless of either start up procedure, "hot or cold", alignment of the steam piping is critical during the period of boiler light "off" or shut down in order to prevent water hammer. Water hammer can cause damage in the tank coils or related hardware (such as traps and condensate pumps). It's recommended that the isolation or "shut off" valve to each tank be secured after each boiler shutdown so that the tanks being used can be brought up to pressure on a slower rate, thus causing less chance of condensate build up in the tanks during critical stages of heat up periods. With all tank "shut off" valves closed the boiler can now concentrate its efforts on coming up to pressure and charging only the main steam line and headers. During this heat up, all condensate that is collecting in the main line will return to the condensate tank through the six universal trap stations that are hard piped into the main line. As the temperature and pressure start to rise (80 -90 psi), the operator can go to each product tank that is to be used and slowly open that tank's respective "shut off" valve a % of a turn every 5 minutes. After duration of 20 minutes the valve should be completely open and now the tank is being fully charged from the boiler. During shutdown of the boiler the same tank "shut off" valve shall be closed. In this way, less condensate will be collected in the tank coils during future start ups 5 Change from the Preferred System Panel to the Gurner Control Panel 1. Turn the boiler on/off selector switch to the off position and let the boiler shut down. 2. Turn the key switch to the left position. 3. Disconnect the linkage that is connected to the two modulating motors on the top of the firing control shaft. 4. Align the two shafts and place the key way in the slot. 5. Slide the coupling over the center of the two shafts to lock the two shafts together. 6. Connect the shaft to the lower modulating motor in the marked hole. 7. Make sure that all marks line up. 6 Water Treatment The boiler operational water is provided from the North Carolina Port Authority and is a purchased cost to operation. In regards to general saving and good maintenance, all water at this facility is treated and conditioned for reuse or disposal. Condensate return water is a valid cost saving measure as it utilizes salvageable preheated water that lowers over all operational expenses. The treated water is in direct relationship to the DA tank (deaerator tank). The DA tank is the last holding tank of returned condensate water before the boiler. Its job is to remove dissolved oxides from the boiler feed water through chemical injection. All water going to the boiler, fresh or condensate return must come through the DA tank. Located in the boiler room next to the boiler, the DA tank is part of the condensate return system. The DA tanks relationship to the boiler, feed water and feed water treatment process is very important for the overall life of the boiler. Feed water to the boiler comes to the DA tank in one or both of two methods. First is the condensate return and second is the make up or "fresh water". In theory all water being heated to steam by the boiler should condensate back to water and return to the boiler in a closed loop situation. For the most part this holds true, but at certain times, make up or "fresh water" must be added as condensate water is lost through evaporation or leaks. For the operational readiness and overall maintenance and life of the boiler, testing of the feed water is mandatory. The following paragraphs and pictures will go into an overview of test procedures and the testing equipment used for this application There are six test associated with the feed water. Some of these tests are duplicated for various components of the feed water system. Check the calibration of the meter weekly using the 440 and 3,900 µmho standard solutions. 17 Process Water Conductivity Conductivity gives you an idea of how many solids are in the boiler water. The more solids the higher the conductivity. The lower the solids the lower the conductivity. Solids will be removed only by blowing down the boiler. The boiler has an adjustable metered blow down valve that is open to allow water from the boiler to be pumped to the process tank based on conductivity readings. Conductivity based blow down is the best way to control solids. The process tank is the last hold out for water being dumped to the ground. Water from the boiler, based on the conductivity, is pumped to the process tank. From that point it is cooled, balanced for ph and dumped. The ph in the process tank is controlled by a ph probe and metering pump. If the probe reads a ph higher or lower than 7/8 it will adjust the introduction of sulfuric acid to the water. While this ph balance is taking place the tank is as well cooling the water by circulating it within the process tank. Once the criteria of ph and cooling (100 degrees) have be established, the process water may be dumped to the ground. It is a daily check to maintain the workings of the ph system as well as checking the tank capacity for dumping. Continues metering valve from boiler to process watertank. These additives are an oxygen scavenger, a polymer, and streamline agent. The facility monitors pH and temperature for process control at several locations during the process. The facility does not have a N.C. Field certification or a N.C. Certified Lab to do their monitoring requirements and parameters. They have a small boiler which they usually blow down once every 24 hrs. They reuse water several times before removing it from the cycle and pipe it into a final holding tank. Then it is recirculated for temperature adjustment and pH adjusted with sulfuric acid. The discharge for this final holding tank is subsurface into a nearby storm drain. The storm drain is filled with sediment and has an open holding tank/separator at the end in which water fills before turning a valve to allow discharge. This is done once every 24 hours. The sediment in the storm drain and holding tank/separator needs to be removed and returned to an operating storm drain. The facility had a copy of the permit and certificate of coverage. The NCG500354 permit expires July 31, 2015 and the onsite manager was given a renewal application and later emailed a link for renewal application. Permittee needs to inform and document all additives to boiler blowdown water on permit renewal application, as well as describing at which point they are introduced into the process. No required laboratory analysis was readily available during inspection. Site has new management, since last inspection, in which has made finding records difficult. Facility needs to either become N.C. Field Lab certified or find a N.C. certified lab to complete monitoring requirements. When keeping track of flow during discharge, please keep track of units, use consistent methods and keep flow measurements associated with this permit separate from other flow measurements that may be taken for other processes. The facility needs to collect and analyze effluent samples, as required by permit, by July 1, 2015. Effluent samples should be taken from final holding tank just before discharging into storm water drain and should be a true representation of the discharge water.
