discharges non -contact cooling water into a drainage ditch prior to entering an unnamed
tributary to Bearskin Creek. Outfall 002 discharges non -contact cooling water, cooling
tower blowdown, boiler blowdown, and air compressor condensate into an unnamed
tributary to entering Bearskin Creek. A Biocide Worksheet - Form 101 was completed
and submitted to the Division as part of the January 2007 permit renewal package for
the biocide currently being used in the cooling tower.

must be separately sampled prior to the intermixing with any other water sources. In
addition, the facility staff must ensure that representative effluent samples are collected
at Outfall 002 (includes discharges from all sources - boiler blowdown, cooling tower
blowdown, etc.) and effluent oil & grease samples are collected during future sampling
events if air compressor condensate is discharged into Outfall 002.

TECHNICAL ASSISTANCE FOR FIELD ANALYSIS OF pH
This document is intended to provide technical assistance and guidance for the measurement of pH. This is
not meant to be a substitute for the method, but is offered as a guide to the method.
HOLDING TIME:
• Samples must be analyzed within 15 minutes of collection.
METER CALIBRATION:
• The meter must be calibrated prior to the analysis of samples.
• If compliance samples are analyzed throughout the day, a post calibration check (e.g., 7 buffer) must be
analyzed mid -day and at the end of the run (i.e., roughly every 4 hours based on an eight hour day).
For routine work, use a pH meter accurate and reproducible to 0.1 pH unit with a range of 0 to 14,
equipped with a temperature compensation device. Follow all manufacturers' recommendations for the
calibration of the meter each analysis day. In all cases, the meter must be calibrated with at least two
buffers. Calibrating with the pH 4 and pH 10 buffers meets standard methods requirements and brackets
the pH range for most monitoring (with the exception of sludge) scenarios. The calibration; however,
must bracket the range of the samples being analyzed. In addition to the calibration standards, the meter
must be verified with a third calibration standard (e.g., pH 7 buffer).
• In order to meet the above -specified criteria, the standard must read within a range of pH 6.9 to 7.1 to be
acceptable.
General Information:
• Samples shall be gently stirred during measurement.
• The electrode must be rinsed and blotted dry between measurements.
All thermometers and temperature measuring devices must be checked every 12 months against a
MIST certified or NIST traceable thermometer and the process documented even if the instrument is not
used for reporting temperature results. To check a thermometer or the temperature sensor of a meter,
read the temperature of the thermometer/meter against a NIST certified or NIST traceable thermometer
and record the two temperatures. The thermometer/meter readings must be less than or equal to 1 °C
from the MIST certified or NIST traceable thermometer reading. The documentation must include the
serial number of the NIST certified thermometer or NIST traceable thermometer that was used in the
comparison. Also document any correction that applies on both the thermometer/meter and on a
separate sheet to be filed. (NOTE: Other certified laboratories may provide assistance in meeting this
requirement.)
DOCUMENTATION:
The following must be documented whenever sample analysis is performed
1. Time and date of sample collection
2. Time of calibration
3. Time and date of analysis (to verify 15 minute holding time is met)
4. Collector's/analyst's name
5. Value of buffers used for calibration
6. Value obtained for check buffer (e.g., pH 7 buffer)
7. Sample location/site
8. Post calibration checks (if applicable)
9. Report all data values to the nearest 0.1 pH unit.
10. The temperature correction (even if it is zero) must be posted on the meter as well as in hard copy
format (to be retained for 5 years).

Certificate of Coverage (CoC) NCG500300 to discharge under NCG500000. This CoC is issued pursuant to the
requirements of North Carolina General Statue 143-215.1 and the Memorandum of Agreement between North
Carolina and the US Environmental Protection agency dated May 9, 1994 [or as subsequently amended].
If any parts, measurement frequencies or sampling requirements contained in this General Permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, the certificate of coverage shall be final and binding.
Please take notice that this Certificate of Coverage is not transferable except after notice to the
Division. The Division may require modification or revocation and reissuance of the certificate of coverage.
Contact the Mooresville Reeional Office urior to any sale or transfer of the permitted facility.
Reldonal Office staff will assist you in documenting the transfer of this CoC.
This permit does not affect the legal requirements to obtain other permits which may be required by

from outfall 001 is to a wet -weather drainage ditch which runs parallel to the

Creek. Outfall 002 discharges directly into Bearskin Creek at the rear of the
facility. Bearskin Creek flows through an older, urban area of the City and
receives a considerable amount of unban SW flow. There are no known
downstream users.

The applicant has requested reissuance of the Certificate of Coverage (COC) for the
discharge of non -contact cooling water, cooling tower blowdown, and boiler blowdown. There
have been no changes to this facility since the COC was last reissued, however, the COC should
note the existence of a second outfall that was not part of the previous COC (see Part I, No.
10(c)).
Pending a final review of this request by the NPDES Unit, it is recommended that the
COC for this facility be reissued.

Dear Mr. Weaver,
Per our telephone conversation of April 30, 19977, please find enclosed the invoice for renewal of our
NPDES permit along with a check in the amount of $400.00.
At this time, we are formally informing you of modifications of our permit. On the eastern side of our
southern facility, we have added another discharge point #2 with continuous 24-hour flow of non -contact
cooling water. This discharge has an average flow of 40,500 gal per day. The discharge contains no
biocides, corrosion inhibitors, chlorine, or algae control chemicals. It is similar to the discharge point #1
at the southeastem side of our facility and will be monitored for temperature and flow on a semi-annual
basis.
I have enclosed a topographical map and site map of our facility with labeled discharges for your review.

time of the investigation. The stream enters an unnamed
tributary to Little Richardson Creek via a privately
owned pond. Downstream users are unknown.

consists of a series of monitoring wells, groundwater

diffused aeration tank, transfer tank and pump, and an
infiltration trench.

treatment facilities: The existing infiltration gallery
system has failed to accept treated groundwater. Thus,
the applicant proposes to convert the existing
groundwater remediation system (exclusive infiltration
gallery) to a discharge facility.

PART IV - EVALUATION AND RECOMMENDATIONS
Laney Oil Company, Inc. was issued a Non -Discharge Permit (No.
WQ0000507) for the operation of a groundwater remediation facility
at the Best Stop No. 7 in Alton, Union County. However, the
infiltration gallery has failed to accommodate the treated effluent
generated from the remediation system. Therefore, the applicant
requests that an NPDES General Permit be issued for the discharge
of the treated groundwater.
It is recommended that the subject request be approved and a
General Permit be issued to the applicant as requested.
