PART IV - EVALUATION AND RECOMMENDATIONS The permittee is in compliance with the NPDES permit. At the time of the visit the facility appeared well maintained and operated. The stream was clear and odorless. The facility has an unpermitted recycle system which was mentioned in the February 1990 staff report. At that time it was advised that the recycle become part of the NPDES permit or apply for a separate non -discharge permit. As the recycle lagoons do not discharge, the latter option is more appropriate. The RRO will follow up to insure that application is made in a timely fashion. At the time of the visit, the permittee had become aware of this problem but did not realize how long the problem had existed. When they were informed of this, they were anxious to speed up application. a • • Resinall made application for a stormwater permit at the same time they applied for the NPDES renewal. The facility has a lot of raw material stored outdoors. There seemed to be a lot of potential for stormwater contamination. Presently, some stormwater is permitted in this NPDES permit under outfall 002. When a separate stormwater permit is issued, all stormwater should be permitted together so that it can be monitored more effectively. The bigger threat to the environment from this facility would be contaminated stormwater, not non -contact cooling water.
