Dear Joanne:
On behalf of Wakefield Development, I am f ally withdrawing the 401 Water Quality
Certification application that was submitted to your ffice on September 14`x, 2007 for the Huff
Property (Action ID# SAW-2007-736-067; DWQ# -0298). In addition, I request that you place the
401 WQC application submitted for the Jubilati ' e on hold. As discussed during a meeting at the

NC DENR office on November 2, 2007, these two tracts are being combined into one large project
area. We plan to submit a modification to the Jubilation permit application that includes both tracts.
